How does one go about "running the VIN numbers"?
CNM do vehicle database searches.
He will query vehicle databases, where such things are robust. Good news for imports of US origin, for instance. I guess a bit more flaky for certain markets.
Running searches in country are likely to be met with No Can, quick waggle of the hands, is my bet.

From a few efforts I’ve made so far, there’s glaring holes in vehicle history akin to fairy tales. Who’d have thought it?

Just saw this on FB, so am passing it to you guys. I'm not even sure what it all means, but FWIW, I think the poster is French, sold everything in France, and decided to use an expat service in Cambodia (the BCC) to organize a move to Kep, without any prior knowledge of Cambodia. A very strange post.

THIS IS A WARNING FOR PEOPLE WANTING TO SETTLE DOWN IN CAMBODIA.
WATCH OUT BCC (Business Center Cambodia) led by Cendy Lacroix. We wished to settle in Cambodia in March 2022. We contacted the BCC to get a model of medical document to be able to fly. Membership required $524 (with bank charges). Arriving on site, we wished for visas for one year: $900 required by BCC and $100 bank fees. We were directed to a hotel run by friends of Cendy (cancelled our hotel), bill $1500 for a month with breakfast and some meals (+bank charges); After a month visit only two rentals (one non-accessible sible car sloping: cendy is not by the way out of the tuc tuc) and the second one cost us $900 for one month ($600 bond: 2 months). We were asked to sign the contract at the city hall for 120 dollars. We needed residence certificate made by the police station for our driving license:procedure requested from cendy:answer no drive in Cambodia (she gets in a car taking stamps for her little r). No residence certificate: no permit. We moved after a month (lost deposit) for another rental because incessant noise in the hotel residence and nauseating pool due to the lack of hygiene of the premises invading the pool. Opened a bank account: asked $150 for a bank account to take us to the bank + tuc tuc: twice. In our rental we found ourselves to have a residence certificate (dozens of rentals are offered), the owner refused to accompany us to the police station. Spend $600 a month ( deposit + rent ) No permit to move around and buy food. So rental a car $700 for a month (no scooter for us possible due to health issues) we left after a week cause no license and therefore no insurance. We paid tuc tuc every day so we could eat and go to restaurants. RESULT $ 5,500 expenses + tuc tuc + restaurant + CFE + very expensive international insurance: important mutual in case of hospitalization: see already existing problem: potty request) + return taxi to PHOM PENH and Hotel: demand license and certificate of life Requested by retirees at the embassy + purchase of telephones to communicate locally..... We spent €10,000 for two months in Cambodia on tuk tuk tuk tax payers and unable to travel freely around the country. SCAM ALERT BCC: WE HAVE SEEN CENDY LACROIX TWO DAYS IN TWO MONTHS (didn't move to the permit center in PP to help us). We came back drained of a lot of money after living totally locked up for two months and returned with no accommodation in France or furniture (stop renting and selling furniture for a change of life). Ok, after a further look at BCC - seems like it's aimed at French expats who 1/don't speak English and 2/ who need someone to hold their hand.
