I didn't mean for the ACU in particular, but the country in general. It consistently scores at the bottom of the corruption list (157th position last year) for a reason! https://www.transparency.org/en/cpi/2021/index/khm
Most trips to a Kahn/Sangkat involve bribery of some sort (even those with a "one stop window" program), and many ministries have various forms of graft/nepotism clearly present. Then there are ministers who put their children in expensive private schools, public servants with outrageously expensive cars, conflicts of interest, shady lack of transparency in some government deals and so forth. The fact that a guy at the ACU was in on it for his piece of the pie isn't that surprising, given the huge amount of power he likely had on people he could threaten to "shut down". I sincerely applaud them for catching him and things have definitely gotten better over the past twenty years (at least in people's daily lives/encounters with civil servants: the recent driver's license renewal offices being an example), but there's still a long way to go was my point.
