I had a similar problem last year with a 500 euro note: clean it with some hot water and soap, then fold it exactly on the cut. Put at the four sides some contact-glue, and then you should heat it a little to make the glue strong, they say iron it. As i didnt have an ironer, i put a hot coffee on it for some minutes. The bill is as good as new, go to the money exchanger on 136 just before PhsarThmey and you are a winner !! You can check the process on youtube also, thats how i learned it !!

Money changers around Central market (Eastern side) will exchange them at a discounted rate.

Just out of curiosity, do you (or anyone else) know what the money changers do with them? What I mean is, what can the moneychangers do that Joe Public can't?

I guess they will send them back to the USA by Cambodian Americans or something to exchange the notes for new ones.

They're either Khmer or Chinese. Completely different set of rules for those folks.

Damaged notes do not have to be taken to the USA. Most OECD countries’ banks will change any USD note so long as it has its number in full in both places.
