The Director of the Department of Land Traffic Bureau announced changes to the Road Traffic Restriction Regulation with drivers who break traffic laws being hit with either a fine or educated by police depending on the infringement they commit and not fined for every offence.

This is definitely the way to go. If someone is rich a fine could mean nothing to them, but if they have to attend an all day workshop, they might care.

Never happen! The kind of people you are implying would never be prosecuted, never mind being educated, anyway if they did, they would just buy themselves out of it.

What if it was compulsory to maintain your license? Like a computer based test to prove you went that recorded the test taker. At the end the person has to have their picture taken for a new license. May be hard to bypass that.

I was thinking more along the lines of those that are high profile enough that they or their employees need a license. I guess I always strive to be an idealist!

That's OK, I prefer realism. As long as anyone can drive a motorbike up to 125cc without any knowledge about traffic law traffic in this country is going to be from another world.

Coming over the old Monavong bridge from Chber Ampov, the traffic police are well set up there, and have been for sometime. 2 of the officer's pulled me over, "again" I said, what is the problem this time I asked, he was frantically trying to pull the sticker off my fuel tank. Apparently to have your bike wrapped is not legal. I said to the officer, because he is getting nowhere trying to pull off the sticker, "it's paint" he threw his hands up in the air and said go.
Thing is they tall you to go to another police officer who is seated, he is the one who issues the fine. Last time they held me for 30 minutes before letting me go, with lots of threat's about taking my bike from me. All the time I was there, no receipt was given for time's finned.
