They might decriminalize it in small amounts. Legalize no, I'm not sure if any country has done this.

The prize in this whole thing is licensed exports of extract.
The Thais have been clever in furnishing plentiful feedstocks for refiners.

What proportion of day to day business or retail sales here take place without any VAT accountability or kept on a cash basis to avoid corporation tax?How many people are employed on a cash basis where any suggestion of income tax is ignored? Legalisation is one thing but suggesting taxation will actually occur in any meaningful fashion is another

i have always believed that some of the financial help Cambodia receive from abroad depends on some values from abroad being seen to be obeyed.
i think a $100/year license to smoke/grow could be a compromise.

Legend has it that pot wasn't criminalized here until the wicked witch of the west came to visit in the late 90's (in her then capacity as US secretary of state) and was appalled upon visiting Psar Toul Tom Poung when she saw kilos of bush weed for sale and pushed Iron man to legislate against it

But that was a different time; and countries are more awake to the hypocrisy of the US, so hopefully it is decriminalized and fast

Can't see it happening in the near future, and who would this legislation be aimed at! Tourist's.
Why I am thinking this, is because it's too much work to sort out, with the likes of draft laws, and regulation.
The youth here don't seem interested in grass, the drug users are more into hard drugs such has meth.
But don't forget the main drug (opium) is the main drug used and transported of this area and SE Asia on the whole, but it's the drug not in the news has much only seeing the odd Kg when there is another bust for large volumes of trafficking.

Why I am thinking this, is because it's too much work to sort out, with the likes of draft laws, and regulation.
They only have to remove it from the list of scheduled narcotics.
If anything, the legislative burden would be reduced.

The exclusion of extracts in Thailand is obviously a preparation for a licensing regime.
The former opium monopoly in Thailand was a huge source of revenue to the crown.

Opium itself has become a minor sideshow with the advent of synthetics.

Cambodia is allowing it to be grown here, I understand by an American company. So they will have revenue from that company.
