The government has issued an instruction banning the selling of alcoholic drinks over the two days ending June 5, the day of the commune council elections.
In an instruction signed by Prime Minister HE on May 20, the government argued that the move would help ensure that the election process is free, fair and genuine, and without violence, threat, fear or chaos, which it said could be compromised by alcohol consumption.
The government stressed that alcohol consumption significantly increases the risk of certain crimes, public order breaches, violent behaviour, traffic accidents or other social consequences.
“All Cambodians and foreigners residing in Cambodia must cooperate with the government, armed forces, sub-national administrations at all levels, the National Election Committee and election committees at all levels. All traders and vendors have to suspend sales of alcoholic drinks on June 4-5,” the instruction said.

Do normal people even vote in these commune elections? I've never noticed much going on when they are conducted.

Ban on sales.... And even that might not be enforced. It's traditionally the opportunity for the entire country to get pissed for two days.

Day before the alcohol sales ban, people usually buy twice or more beers then they normally would, so you could refer to the ban has a beer sales promotion.
Always "hope" but never "expect".

Not so fast you drunkards, there is a ban on consumption as well as sales.
1. All citizens and foreigners living in the Kingdom of Cambodia must cooperate with the Royal Government, the Armed Forces of all kinds, sub-national administrations at all levels, the National Election Committee and the Election Commission at all levels, Businessmen and Vendors must suspend the sale and consumption of alcohol one day before Election Day and Election Day, June 4 and 5, 2022 to contribute to the prevention of violence, threats, intimidation, traffic accidents, social accidents and other phenomena that may be caused from drinking all kinds of alcohol.
