Not to mention overconfidence even when able to swim a bit?
In the floating villages, quite a number of people don’t (didn’t*) know how to swim, which surprised me. But the other half’s family seemed able, though little risk awareness. They’d happily dive off the side, even though there were discussions about someone who’d become caught up in debris or plants, and they’d not been able to find him in time.

Swimming skills save lives
Sadly, there are too many examples of people not knowing how to swim in Vietnam. On June 1 – International Children’s Day – five children drowned in two separate incidents. In April, five drowned after playing in a river near their school.
In 2020, five youngsters aged two to 13 drowned, and the year before that, five 14-year-olds perished after taking an unsupervised dip in a reservoir during a school picnic.
Child drownings have declined by an average of 100 each year in Vietnam. But the World Health Organization cites a 2020 estimate which says more than 2,000 children under the age of 16 drown each year in the country, making drowning one of the leading causes of death for this age group.
Calls to address the issue resurface each time local media reports the number of children drowning.
Globally, drowning is the third-leading cause of death by unintentional injury with children among the most at risk. But it did not receive high-level international attention until 2014, when the WHO published its first global report on drowning.
Vietnamese Prime Minister Pham Minh Chinh in 2021 approved a national programme on preventing child injury and death, aiming to reduce child drowning fatalities by 20 per cent in eight years.

There were lots of staff on tourist boats in Sihanoukville that couldn't swim!

Four incidents of Drowning in One Day, Including 3 Children
Cambodia News Banteay Meanchey: On 21 June 2022, four people, including three children, lost their lives due to drowning on the same day in Banteay Meanchey province.
According to the Svay Chek District Police report, between 10 and 11:30 a.m., a 6-year-old boy named Thev Van Thong (aka Mao) drowned in a rice field pond which was located about 2,000 meters north of Ta Vivek village, Svay Chek District. This happened while the boy was with his parents plowing the fields and visiting the pond.
In Mongkul Borei district, police said that on the same day at 3:15 pm, a child drowned in a canal located 1,000m south of Sranal village, Sambour Commune, Mongkul Borey District. The deceased was a 7-year-old boy named Nha Phanit, living in Lor Village, Sambour Commune, Mongkul Borei District, Banteay Meanchey Province. The child lives with his grandparents, because his parents are currently migrants working in Thailand.
Police also reported that on the same day in Serei Sophorn City at 1:30 pm a 6-year-old girl drowned in a pond 300 meters west of Tama Village, Sangkat Makak.
On the same day, in Thmar Puok District, police reported that one victim died from drowning on 21 June 2022, between 4 and 8:15 pm. The deceased was Pin Savoeut, a 58 years old man who lived in Thmor Puok District. The cause for his drowning was that he took a bath in the pond north of Treas Village, about 20 meters away from his home when he was drunk.
