If you get a $1 or $5 in change they are trying to get rid of useless old notes. For anything less than $10 you should only accept riel.l in change. These notes are still accepted but you are better off not using them.

Most have reciprocal arrangement for using their atms for no charge, ( i can use a few other banks atm's for free)

As someone who is not permanently living in Cambodia, I use a lot of $1 notes for tips, moto fares, etc. and so get a brick size number of these in the UK before I travel. As has been said, it's easy and safe to pay in $100 if you have a big bar tab common among fortnight millionaire tourists.
The ATM discharges only new 100 notes, which are often an inconvenience, especially if you your bar tab (like mine) is only a couple of dollars. I get around this by always drawing out $90, and if I need more, go to a different ATM. But then you take a big hit with fees and currency conversions. Best to save a shit load of money before travelling.

There is a money changer near Central Market, just next door to the Woori Bank branch who seems to have competitive rates (there is also another changer on the opposite side of the road for comparison). There are money changers near every market, often in jewelry shops, they have a board with daily rates outside. Wing shops can change money too. There's no best place, they are all good and I've never been short-changed by one in probably thousands of visits.
