Hoodlums, not teachers, reign in some schools
So girls cant walk to school early or leave late for fear of beiang attacked and now its seems the Hoodlums are taking control .
is this a sign of something not quite right in Camboida and worldwide?
This is not exclusive to Cambodia as if happens often in Thailand as well

.....Gangsterism has raised its ugly head in schools with fights a common occurrence. These student gangsters can also be big bullies.
They often fight over minor and inconsequential things. They drive fear into their more timid schoolmates and these gangsters have no qualms “asking” for money from the students.
A probe by the Khmer Times conducted at some schools in Phnom Penh on Saturday found that many students are going to school with fears of being bullied, if not, beaten up.

“These gangsters will create a ruckus, push everyone around and will gang up on students who stand up to them. Sometimes they will also fight with teachers.”
“They will also ask for money from students and if they are not given money, the price for not giving is to be beaten up. They can ask for 5,000 to 10,000 riel.”
“We are just students and don’t have much money. Some of us who are fortunate may have 5000 riel or 7000 riel but going to school with that much money is asking to be robbed.”
“When the gangsters ask for money and they don’t believe you, they will wrestle you to the ground and search you. If they find money, they will beat you up. If they don’t find money, they will also beat you up,” he added.

I'd say that's normal school behavior and that it's probably slightly exaggerated for the article assuming the article isn't entirely fabricated; it being a Khmer Times story after all

When schools pay no attention to discipline they do all face a tough time. I’ll read the article again, but the journalist has 3 pieces about schools that a 30second search dragged up. Yim Sreylin also wrote the piece about predators a few days ago. But it’s a bit of a one size fits all article, in both alarming reports. It hints at a schools wide major problem, but then offers up little to identify any particular hotspots. Some of the same names pop up, but nothing much to get a balance of input from teachers, and parents. Or anything from the competent authority.
Back late last year, there was a short piece about hand sanitizer. I’m inclined to think a very junior reporter, with not much guidance from someone more seasoned. I’d even venture so far as to suggest it’s the school that reporter recently left.
