There is the background for an article that needs to be written. The lack of discipline, at school, at home. In more than a few cases, among teachers themselves. The very wide range of aptitude for teaching among teachers, and lack of supervision and guidance with the schools administration, or from the relevant ministry.

As a foreigner, I would find it difficult discipling locals, and wouldn't for trivialities. I would teach social skills, (and how to trick Barangatangs). But basics have to start at home, that's why rich kids love and respect money, even though they have plenty.
There is no handbook, and smacking is now abuse, so my nieces and nephews are warned that if do this or don't do that, they will end up in Cambodia, like their uncle.

A good question is when to react as a foreign guest and when to"accept" foreign behaviour as it is and just walk by.
When you see a drugged/drunk cambodian man hitting his wife?
When you see littering kids & adults ?
When you see the fisherman pouring old engine oil in the lake/river/sea?
Not giving a few hundred riels to the begging kids while indulging in a 20$ riverside meal?
I could probably name a hundred situations where I felt unconfortable. Not sure if I always re-acted correctly.

You all must have gone to some rough schools,
kids need more parenting, ( and for sure this goes for America)
i constantly comment to people on kep beach with their speakers playing music so everyone can hear
As a barang you usually, after awhile, learn to stay out of commenting to adults beating on each other
i never give money to kids;
1. it encourges them to beg rather than attend school or learn something for tne future
2. their usually begging for some adult around the corner

I don't meddle in other people's affairs, simple as that. There's nothing in it for getting involved but trouble.
