Oknha's Daughter Accused of Shaking Down Street Vendors
Cambodia News (Svay Rieng Province): In Bavet City, Svay Rieng province, Shu Si, the 25-year-old daughter of Oknha Ly Poyu is being sued by street vendors for illegal confiscation of vendors' properties and abuse of authority over the street vendors. When the food sellers refused to pay her for using public space, Shu Si sent in heavies to remove their stalls.
According to the plaintiff, a 48-year-old woman named Kuy Sovanny, she has been a street vendor for many years in the same place. Then in 2019, the defendant, Shu Si, started demanding that she and the other street vendors pay her 400USD a month for using the public sidewalks to sell their street food. But Kuy Sovanny says that she and the other vendors refused to pay up. She added that where she sold her street food was in front of a garage that has now been turned into a casino by Oknha Ly Poyu.
Then the street vendors were harassed to stop them from selling food, and on April 21, 2022, a gang of men who worked for the oknha's daughter started confiscating and breaking the vendors' properties, because they hadn't paid the monthly fee using the sidewalk. According to the source, even the taxi drivers who use the public sidewalk to park their vehicles were being charged 10k riels/day for parking fees.
The Svay Rieng Court of First Instance summoned the defendant Shu Si to court at 8:30 am on April 29, 2022 to investigate the charges.

Court questions casino tycoon’s daughter
A complaint filed by a drinks vendor in Bavet city near the Cambodian-Vietnamese border has led 25-year-old Zhou Zhi, the daughter of Tycoon Ly Por You, a casino owner, to be questioned by the Svay Rieng provincial court on Friday.
Zhou Zhi had allegedly seized ice buckets and other goods that Koy Sovanny, 48, was selling at her stall.
Zhi had claimed that Sovanny was operating on her father’s property but Sovanny said her stall was by the side of a public road.
Svay Rieng provincial court’s deputy prosecutor Chhiv Eachkong said yesterday that Zhi was allegedly accused of “theft and oppression” and questioned on Friday by the court’s prosecutor.
“For this case, Svay Rieng Provincial Court’s prosecutor has yet to decide whether to charge her or not,” Eachkong said.
“The court’s prosecutor will act in accordance with the law,” he said.
