I think Elon approached this in his rather pragmatic logical way.
Buy a company with obvious problems.
No idea if any of the staff do anything worthwhile
Have a huge cull and see where the holes are.
Make a few apologies and hire back the ones that obviously kept the wheels turning.

There’s no doubt he loves attention and has an enormous ego and it’s more of a game for him right now. But I also believe when it’s all said and done with Twitter will be fine, as long as he puts someone in charge that understands how this type of business works. Will it ever be so profitable that it was worth his paying price? He claims they were losing $4 million per day, but I think we can all agree that Mr. Musk tends to exaggerate, so how close those numbers are to being true only he and a few others know. And obviously he didn’t know who was being efficient or inefficient because after cutting the first 50% or so as soon as he came on board, he was trying to get people back that were needed.
This is a social media company that needs advertising revenue to survive, and some of these advertisers apparently don’t want to be associated with his visions, which is their choice because it is their money. If Mr. Musk believes Twitter can become profitable with only paid subscribers and no advertising revenue, well good luck to him.
Not ever being on Twitter and with no plans of ever using it, I could personally care less either way, except for the individuals losing their jobs. But following this shit-show is humorous.

I can see why you'd (not you specifically, people in general) think he had some sort of mad genius plan, the guy runs Tesla and space X, he's the richest guy in the world... surely he must have some idea what he's doing. And maybe he does. Anyone with a mortgage, bills to pay etc can't be finding themselves unemployed overnight - of course they came back. These individuals aren’t blue-collar workers, they are highly skilled and will be able to find a job very easily, if they hadn’t already considering Mr. Musk had been talking about doing this prior to taking control.
With three months severance pay, they don’t need to stick around dealing with his indecisiveness.
