It's a food crop. And, underneath is lots of little fishies full of protein.

I don't know if this is natural growth. But when I lived in the north of the country much of this was cut for animal feed, and the easiest way to transport it was to naturally let it flow down the river to the customer to collect.
Always "hope" but never "expect".

It's an invasive species that blocks sunlight, makes water stagnant and causes a lot of damage. It has few benefits. https://en.wikipedia.org/wiki/Eichhornia_crassipes
