Foreign Man Lying on Phnom Penh Street gets Run Over

Foreign Man Lying on Phnom Penh Street gets Run Over
Cambodia News, (Phnom Penh): At around 1:50am,on March 18, 2022,a foreign man was hit by a car after he lay down on the road along Preah Norodom Street in Sangkat Chaktomuk, Khan Daun Penh, Phnom Penh.
According to the police at the scene, he said that before the incident, he saw a foreign man carrying a bag and then he lay down on the road, and then a moment later, a car came from the roundabout of the Independence Monument along Norodom Road, driving from south to north at high speed, and ran over the man causing him to die instantly at the scene. The car accelerated and drove away without stopping.
After the above incident, local authorities and traffic experts arrived and inspected and made a record, before handing over the body to the ambulance to take to the pagoda to wait for contact with the family later.

It surprised me to hear the car Spead away from the scene of the accident, with so many authorities in uniforms in that area.
Always "hope" but never "expect".

Given the number of CCTV cameras in the area it should not have been very long before the vehicle was identified

That's a multi lane road. Plenty of opportunity to shift lanes before running the guy over.
This is a murder. Not a hit and run.
But they are not going to clamp down at the source - driving schools in this country. It's a joke. People can't even reverse or parallel park to save their lives.
Why?
Perhaps all those tax revenue and credit payouts from car sales and loans.
If weed was taxable and you could take a loan for your stash, that too will be allowed like these blind drivers on the road.
This is a murder. Not a hit and run.

Well a moment of panic from the driver would be understandable to be honest, it's not like they are used to people impersonating speed bumpers in a weird hide and seek act.
