If he came out of Love-club after drinking a bottle of whiskey and smoked some wheat i am pretty sure he had no idea what happened, probably not a khmer guy but from an other pretty big asian country !!

The amount of crazy shit one has to anticipate behind a wheel is staggering in Kow.

You and I may use defensive driving to protect our space, and that of our wellbeing. But most other road users use only aggression without skill in their driving and riding. Unfortunately, the trait only shows that their nature is deep routed, and that of plain selfishness towards other people.
Always "hope" but never "expect".

It's a fast stretch just south of the monument. Murder has to be premeditated, so how does this qualify?
When you see a man lying on the road, and you gun the pedal in his direction, there is clear intent.

At the least, it's manslaughter.
Let’s recap here.
The car was heading south and the report said he was going fast.
Given the time he was likely drunk or had had a drink so his reactions and awareness would have been impaired. Couple this with the inherently poor driving skills in this part of the world it would not be far off to suggest he actually never saw the guy laying in the road till he ran over him. He may have assumed it was a dog tbh. There is no indication he “hit the gas” and targeted the man in a callous act of vehicular homicide.

Only a fucking idiot,or a suicide case lies down on norodom late at night. How the hell is the driver supposed to see him,whilst taking a selfie AND with one eye closed,AND popping a zit?

What's the world coming to when you can't drive home stoned and pissed at 1am without some drunk lying across the road getting in your way. He'd be safer sleeping on the train tracks.
