Major Reconstruction of National Road 4 Underway

Enhancement of NR4 Project under WB Loan Kicks Off
AKP Phnom Penh, February 28, 2022 --

The Ministry of Public Works and Transport has begun construction and improvement of National Road 4 (NR4) under a US$110 million in financing from the World Bank, aiming to meet the current traffic growth.

The ministry said in a statement released on Monday that the construction and improvement of NR4 starts from Bek Chan commune, Ang Snuol district, Kandal province to Bit Trang commune, Prey Nup district, Preah Sihanouk province.

The project officially started in December 2021 and is scheduled for completion in December 2026, the ministry added.

According to the ministry, the construction and improvement of NR4 includes the expansion of the current road from 7 to 10 metres wide, the improvement of 46 concrete bridges and drains, and the construction of eight new bridges to ensure traffic and resilience to flood.

The NR4 stretches over 230 kilometres, linking the capital and the deep seaport in Preah Sihanouk province. The road was built during the 1950s as a legacy of the relationship between Cambodia and the United States.
Currently, the government is building the country’s first ever 190-kilometre Phnom Penh-Sihanoukville expressway. The road is scheduled to put into temporary use in upcoming July.

So that’s what they were doing. Adding 1.5 meters each side. Great, that’s just make more trucks overtake because they’ll be enough room for small vehicles (everyone) to take evasive action.

Another 3 meters, trucks will come towards us at 3 abreast.

‘Reasonable’ tolls requested for use of capital-S’ville expressway

Minister of Public Works and Transport Sun Chanthol led a group of 300 students to visit the Phnom Penh-Sihanoukville expressway construction site on April 26 to educate them on some of the finer aspects of high-quality road construction built to internationally-recognised technical standards.

While leading the tour, he responded to concerns raised by the public about the expected tolls imposed on those who drive on the road. The minister said the government would request that the companies that invested in the road charge a reasonable price for Cambodian people to use it.

“We have not discussed the cost of travelling on the road yet, but we will discuss it because if the price is too high then no one will use it and they will use the free roads instead. But if it’s too cheap, then the investors cannot get returns on investment,” he said.

I am sure I have seen the price. $12 each way, rising to $19 after first year.

Well, if it cuts the travel time for 5-6 hours to 2, then it's not that bad. Plus, it'll alleviate traffic on the existing 4. You won't have to worry about people flying by you or overtaking in their Raptors/Landcruisers anymore. You'll just have to deal with the trucks with no brakes (and motorbikes going the wrong way), so it's pretty much a win imo.
