I do not know about Sihanoukville but when I lived in SR, there were plenty of people with guns around and quite a few of them were proud enough to show me. I was at a party when the talk turned to guns and a fair number of people pulled out their favourite hardware to admire.
How many of them were not Khmer?
None, all Khmer. This was 5-6 years ago. I remember one of them was an old lady that pulled a gun out of her handbag the size of an artillery piece (I know nothing about guns admittedly).
