A multi-ministry meeting today (Feb. 15) supports the complete re-opening of Vietnam to tourists and complete elimination of previous entry restrictions. Now, this still has to be approved by the final authorities but does fulfill the PM's order this month to re-open as soon as possible, preferably by March 31.
There are a few details in the story. But what is not in the story is that Immigration will have to move forward with an announcement soon on access to visas.
The package tours are dead, quarantines are dead (except one day like Thailand waiting for a negative COVID test), but medical insurance still a requirement but with no dollar figure given. However, a dollar figure of $20,000 was in the Youth News (Tuoi Tre) story and $10,000 in Viet Nam News . LOL.
Anyway, it's just the beginning but read on:

Several ministries have voiced support for the Ministry of Culture, Sports and Tourism's proposal to fully reopen international tourism and lift all travel restrictions from March 15.
The defense, public security, tourism, health, foreign affairs and transport ministries agreed at a government meeting Tuesday that as Vietnam fully reopens its air, land and sea borders from March 15, all travel restrictions imposed since the pandemic broke out in Vietnam in 2020 would be removed.
Foreign tourists arriving in Vietnam do not need book tour packages with designated travel agencies as per the ongoing vaccine passport trial program launched in November last year.
All tourists aged from 12 and above are required to furnish a certificate stating they have been fully vaccinated or recovered from Covid and show a negative rapid antigen test result obtained within 24 hours at their accommodation facilities after arrival.

Ministries also proposed the government resumes the unilateral visa exemption policy for 13 countries and bilateral for 88 countries and territories as prior to the pandemic.
Before the pandemic, Vietnam unilaterally exempted visa for 13 countries Russia, Japan, South Korea, Norway, Finland, Denmark, Sweden, the U.K., France, Germany, Spain, Italy and Belarus for a maxium of 15 days.
International visitors arriving in the country by air would spend one-day quarantine in their hotel or accommodation facility until they furnish a negative Covid test result and would continue monitoring their health for 14 days as per health ministry protocol.
Those showing Covid symptoms would have to undergo rapid Covid testing when they land at the airport.
International visitors to Vietnam need to have medical insurance cover for Covid treatment.

Also, you'll notice how they state, "fully reopen..." BUT "with eased restrictions".The Ministry of Culture, Sports and Tourism is seeking opinions from relevant agencies on a draft proposal to fully reopen inbound and outbound tourism from March 15 with eased restrictions.

This is looking quite good, especially that they've also thought of a pragmatic solution for land borders, "International visitors entering via land border would be tested at border gates before their entry."

Un-bloody-believable! The VN Health Ministry is proposing to kill the tourism industry on March 15. You "should" stay in your hotel for the first 72 hours. The first 24 hours is mandatory as is the arrival COVID test. If you want to go elsewhere, you must get tested on Day 2 as well as Day 3. In sum: 4 COVID tests in 4ish days. It's unclear but it seems you can do PCR or RAT tests, although pre-arrival test must be PCR.
The sound heard around the internet this morning is the simultaneous clicking on CANCEL. Just read the comments on the VN Express story.

To say that I'm underwhelmed by this latest update would be an understatement, it's outright disappointing. Alright then, no side trip to Vietnam from Cambodia in May for me then, unless they come to their senses by then.
