Phnom Penh Authorities Announce Massive Overhaul of Waste Disposal System

Cambodia News (Phnom Penh) On 14 January 2022, Mr. Huot Hay announced that in order to promote the better management of solid waste in Phnom Penh, from February 2022 onwards, the authorities will impose fines in accordance with the laws and regulations in force and will sue those who do not store solid waste properly, by separating wet and dry waste, or who dispose of it at the wrong time.

He added that the reform of waste management in Phnom Penh from the beginning to the end of the line has achieved proud results so far, including the bidding for a new companies to provide cleaning, collection and transportation services, who were selected and started to improve their operations day by day from 1 July 2021.

At the same time, the Deputy Governor added that in order to implement the new system of solid waste management in Phnom Penh more effectively, the Phnom Penh Capital Administration has introduced rules to separate, pack, store, and dispose solid waste. These measures include the separation of solid waste from liquid waste, before it is drained into the sewer system.

Separate solid waste should be separated into wet and dry, in separate bags. Wet litter, such as food waste, organic waste, fruits, flowers, shall be placed in black bags, while dry waste such as paper, cardboard, plastic, foam, metal, cans, bottles, etc. should be placed in white bags.
The company will collect and transport solid waste in both designated bags only on a separate basis. Waste collection companies will not collect solid waste in bags other than black and white.

In addition, it is forbidden to pack hazardous waste such as broken glass and sharp waste mixed with wet and dry rubbish. Hazardous wastes should be disposed of properly in a separate bin and waste collection companies will collect them every Sunday.

Mr. Huot Hay claimed that in case of negligence in violation of these instructions, perpetrators will be fined and receive a warning for the first offense. If the perpetrator commits the same wrong continually, further fines will be imposed according to laws and regulations in force, including action in court to sue for the wrongdoing.

Another plan that sounds great on paper but, seriously, Black and white bags for different garbage that is collected on different days. Will the general population be able to organize their garbage into specific coloured bags and put them out on specific days?
And separate collections for hazardous (sharp glass etc) waste once a week? Will it be left on the sidewalk if people put it out with their normal garbage?

Yeah... great in theory but a "no" in practice.

And how can they know who to fine? In many neighbourhoods there is just one central location where everyone throw their bags. How can they find who to fine in that kind of case?

Maybe they can cover over that shit river in TTP as part of the effort.
It only needs some concrete slabs over it.
At least you would not need to see it.
Probably could rent the slab space.

Mizuda is rolling out wheelie bins! There are brand new bins all along Street 107. Don't know if it's a trial but good to finally see.

The bags get ripped open as soon as you deposit them by people looking for cans etc

I've see loads of green wheelie bins around recently. It's a good initiative but there are issues. This black and white bags thing is a bit fucked. I buy big black bags, but never white. Many neighbors just use old shopping bags. It's relatively clean around where I live. I only ever put out garbage early around 7.00 am though, if I leave it out all night hay-jis and dogs/ cats fuck it up.
