Paying for Electricity

Throwing in a few suggestions here.
Coin / Tokens meters on all air-cons in Defence buildings
Raise the price of electricity used by the public to compensate
Dispose of excess stock not being used, Tanks, artillery, military trucks.
Dispose of stock that is over used, Lexus cars, hand guns
Retire 1000 3 star Generals

Other ideas
-turn off the electricity, just as happens to private residents when the landlord hasn’t paid the bill.
-have the generals take out pay-day loans to cover their obligations.
They can’t afford to fire 1000 generals and other staff; they’re all due to start paying import duties on the excessive cars they’ve been driving about with lofty reckless abandon.
They could always ask the Chinese to pay it
