SEA Skies Open Up; Vietnam Resumes Flights in the New Year

Vietnam confirms flight resumption on five international routes
By Doan Loan December 28, 2021 | 06:34 am PT

The Civil Aviation Administration of Vietnam (CAAV) says regular international flights will resume next month to Japan, Taiwan, Singapore, Cambodia and the U.S.

As of Tuesday, it has reached agreements with aviation authorities in these five destinations to implement the plan approved by the government earlier this month to resume regular international flights from Jan. 1, 2022, the CAAV said.

For the Japan route, the CAAV has granted licenses to Vietnam Airlines, Vietjet Air and All Nippons Airways. The first flight will be launched by Vietnam Airlines on Jan. 5, followed Vietjet Air and All Nippons Airways on Jan. 6.

Flights from Japan cannot start as early as Jan. 1 because Japanese agencies will be on New Year's holidays and passengers cannot be tested according to regulations, the administration said.

Taiwan has also agreed with the flight resumption plan but suggested raising the number of flights on each route in each direction to at least five per week instead of the four Vietnam has planned.

For now, Vietnam Airlines, Vietjet Air and Bamboo Airways have been granted permission to fly to Taiwan's Taipei.

On the Singapore route, Vietnam Airlines will operate two flights per week while Vietjet Air will do so once a week.

Vietnam Airlines has been allowed to conduct four flights per week to Cambodia.

The national flag carrier is currently the only airline that has been licensed by the aviation authorities of both Vietnam and the U.S. to operate regularly, and it can deploy flights as planned.

The government approved plan allows the resumption of international flights from Jan. 1 to nine destinations.

However, South Korea, Laos and China are yet to share their plans and Thailand has suggested more discussions and exchanges.

I'm wondering if they will change their entry requirements at the same time, which still seem to be incredibly restrictive. Will they resume issuing regular business visas? Tourist visas? How about quarantine?

I'm cheering VN from the sidelines in the hope that sometime in Q1, they re-open Immigration and allow the sale of Tourist visas. It's the only visa I, or many others, would be eligible for. It's not a great visa with its mandatory 30-day reporting. The last couple of years they really clamped down on the abuse of this visa (by "teachers") and the Business visa (by me and many others) as an option for a long stay. (FYI: The gov amended the immigration laws in late 2019 to become effective July 1, 2020.)

According to VN Express, the current arrival rules, in bold face below, are:

Headline: Embassies propose no quarantine for vaccinated or recovered foreign arrivals
Expressing support for Vietnam's resumption of international flights, several embassies have proposed that people fully vaccinated or recovered from Covid-19 are exempted from any quarantine requirement.

At a Wednesday meeting between Deputy Minister of Transport Le Anh Tuan and diplomatic representatives of certain countries on the resumption of international flights, embassies of several countries said they support Vietnam's strategy to adapt to the pandemic as well as the plan to resume international flights.

The resumption would help boost Vietnam's economic relations with other countries and generate business and travel opportunities, they added.

However, they also said that Vietnamese authorities should consider changing the country's immigration and visa policies back to what they were before the pandemic appeared, including removing quarantine requirements for entrants who test negative for the coronavirus and have either been fully vaccinated or recovered from Covid-19.

Currently, all arrivals except for children below two must test negative for the coronavirus and those who have either been fully vaccinated or recovered from Covid-19 would have to be "home quarantined" (self-isolation at accommodation of choice) the first three days. Others would have to self-quarantine for seven days.

Starting January 1, 2022, Vietnam plans to reopen commercial flights to certain destinations deemed safe, like Bangkok, Beijing/Guangzhou, Phnom Penh, San Francisco or Los Angeles, Seoul, Singapore, Taipei, Tokyo, and Vientiane. There would be four flights per week to each destination and an estimated 14,000 arrivals a week in the first phase of the reopening project.

Vietnam Airlines operates first international flight since COVID-19
VNA Sunday, January 02, 2022 15:08
A flight carrying 121 passengers from Cambodia’s Phnom Penh to Ho Chi Minh landed in the southern economic hub’s Tan Son Nhat International Airport on the evening of January 1, making it the first regular international operated by Vietnam Airlines after a nearly-two-year hiatus since the outbreak of the COVID-19 pandemic.
The flight, coded VN852, followed Vietnam’s plan to reopen air routes to destinations abroad with high safety levels starting the first day of 2022 in a bid to resume international passenger transport and boost economic recovery.

Vietnamese airlines increase frequency of flights to and from Asian destinations
Update: January, 16/2022 - 15:00

HÀ NỘI — The Civil Aviation Authority of Việt Nam (CAAV) has decided to increase the frequency of international flights to Japan, Korea, Taipei (China) and Singapore.

In its announcement about regular international flights sent to airlines, the CAAV said that the routes to Japan, Korea, Taipei (China) and Singapore increased to 14 flights per week per route, divided between four airlines including Vietnam Airlines, Vietjet Air, Bamboo Airways and Pacific Airlines.

Specifically, for the Japan routes, Vietnam Airlines (VNA) operates seven flights per week, Vietjet Air (VJA) four, Bamboo Airlines two and Pacific Airlines one.

The frequency of the Korean route is VNA with seven flights, Vietjet with five flights, and the remaining two airlines one flight each.

The routes to Australia, Thailand, Cambodia and Laos will operate 10 flights per week. The routes to China and the US will operate four flights per week.

For routes from France, Germany, UK and Russia, after obtaining the Ministry of Transport (MoT)’s approval, the CAAV will announce its plan.

It also requires airlines to plan the flight routes and report to the CAAV before Thursday. In case any airline cannot organise flights as planned, the plan will be withdrawn and transferred to another airline.

Statistics from the CAAV show that about 140,000 people living abroad need to return home for Tết (Lunar New Year). It is forecast that the number of passengers returning to Việt Nam will exceed 30,000 per week, including overseas Vietnamese and foreigners who are diplomats, experts and investors.

The CAAV is negotiating with aviation authorities of countries and territories to resume regular international flights and increase their frequency to meet the demand for overseas Vietnamese coming home for the Lunar New Year.

Scoot expands Malaysia, Vietnam network
30/01/22

With the reopening of Vietnam to international flights from selected countries including Singapore, Scoot has resumed four-times weekly passenger service from Singapore to Ho Chi Minh City, as of 26 January 2022, supplementing the ongoing daily passenger service from Ho Chi Minh City to Singapore. Scoot will also resume two-times weekly passenger service between Singapore and Hanoi from 22 February.

In addition to Scoot’s current network in Malaysia, we will also be launching two-times weekly flights between Singapore and Miri, from 23 February 2022. This will be the second city Scoot flies to in the State of Sarawak, after the capital, Kuching. Coupled with Scoot’s recent announcement of the resumption of flights between Singapore and Gold Coast, Australia, these launches and resumptions demonstrate Scoot’s commitment and optimism in working towards reinstating its pre-pandemic network.

Vietnam to end COVID curbs on international flights from Feb 15
14/02/22 16:13
HANOI, Feb 13 (Reuters) - Vietnam will remove its COVID-19 restrictions on international passenger flights with all markets starting Feb. 15, with no limitation on the number of flights, the state-run Tuoi Tre newspaper reported on Sunday.

The Southeast Asian country imposed tight border controls at the start of the pandemic to keep out COVID-19, with some initial success, but that dealt a blow to its burgeoning tourism sector which accounted for about 10% of gross domestic product.

"Vietnam will lift restrictions on international flights starting February 15. The frequency of flights will be restored to pre-pandemic level," Tuoi Tre said, citing Dinh Viet Son, deputy director of the Civil Aviation Administration of Vietnam.

Vietnam has already informed its partners about that new policy and only China has not yet agreed to resume commercial flights with Vietnam, Son was quoted as saying.

Vietnam had already begun gradually resuming international flights with 15 markets from the beginning of this year while easing quarantine requirements, with vaccinated passengers now needing only three days of self-isolation.
