About 400m back towards town they seem to be importing what we thought looked like black ironsand but have been told it is coal - not sure for what purpose but it seems to be delivered by sea.

That is weird AF!
Are you sure it is coal and not bitumen road material?
Sure looks like coal.

Not really; how many cement plants in Kampot province, and what do they use as a primary fuel?

Also on this stretch between the ferry terminal and the side road to Kep is a well maintained new concrete road along the river where the coastguard is. On the riverfront Bong Thoms have built some pretty impressive estates with private boat ramps. The other side of the road are fenced off large borey projects planned.

Yup
Probably correct - it is a pretty fine crush though so you would think it would burn fast?

Across the river on Fish Island is a beach area with quite a few beach huts and a boat pier. I have tried all the roads on Fish Island to get there but couldn't find access. A mate parked his bike at a gate and walked thru but was shooed off by some security guards. Apparently the land is owned by the guy with the big yellow house on the Kampot side of the river and he ferries people across.

The new bridge across to Fish Island is progressing quickly - necessity due to the development over there and the old bridge was getting dangerous for trucks. That barge could not be more loaded.

There was speculation that a new road up Bokor was to follow the old electricity path but that idea is definitely squashed - a new dam is under construction for Sokha Real Estate. It is a fair way, like 5-8 km's, from where his main housing developments are.
