Yeah it feels like the “child porn” claim is so that nobody will speak up against it. Personally, I don't like the idea of surveillance and intrusions of privacy. However in the interests of open discussion and getting those pedo bast***ds arrested, I'm writing these thoughts.
So, I've a couple of thoughts about this approach.
A. Url and DNS blocks only does so much. It's a dated approach and mirrors will pop up. It will not work.
B. Although it sickens me, the Chinese firewall approach works better. I hope the gov can implement some sort of national DNS level filtering service. Also, they can also route any image traffic through a national cache. Similar to how on-demand CDN's work. Then using image recognition neural nets, they can perform post analysis on the images. This is a dynamic process, so the first few times will get through the network, however, once an image is flagged, it can be blocked.
C. Don't block the images. Instead, trigger an alert to the relevant agencies after a certain threshold has been met. This threshold could be determined by a neural net over longitudinal data to analyse browsing patterns, that will allow them to determine if it's a serious offender or a random person who stumbled across something they regretted. This could lead to some arrests. Which I hope is the goal.
D. Data is gold. Use it to uncover pedo network patterns and play the long game.
E. Even if just 60% of the effort that's spent on tracking down political offenders is spent on tracking these child predators, we could as a country scare off any potential pedo from settling in KH.
That's all for now.

There is no way this power will not be used against political opponents or other people that don't align with the "correct" narrative.
Hence, I'm against all means of censorship. Governments can use "honey" traps to catch pedo's, they can even do this on the tor network (I would be amazed if the USA/EU/Interpol aren't already doing that)...

It’s still pretty trivial to get round that too though. It definitely will. Give a human a red button, tell him he can't press it. You can be sure he will press it. On a tech level though, not sure why they would need age image identification for political opponents. It could be used for social network analysis though. To identify networks of groups they are tracking in public gatherings. If and when 5g is properly implemented here, this will make for a powerful tool. The tech side of me says, if they are going to wet their toes in internet filtering, they should at least do it right, technically. They are not alone though. Currently most undersea cable exchanges have some sort of acronym agency that's tapping into the traffic and monitoring it, be it covertly or openly. However, like you said, there are deep social ramifications that need to be considered, but those are not technical problems. They are the governance and sociology parts of the picture. Here's what I feel. The ministries should put forward a solid, viable technical option first and foremost. Then society will decide through the exercise of democracy if they are for or against it. Releasing the url blocking option sounds like they had a 1st year intern write up the plan and decided to go for it, because it's safe. They don't ruffle too many feathers.

Without going into too much detail, there does exist certain messaging apps - not websites - which have porn specific groups in them, mostly made up of 98% normal adult porn (the majority of which is homemade Khmer porn) but occasionally a clearly underage porn video will pop up in the feed. The surprising thing is that nobody seems to batter an eyelid and no attempts seem to be made to remove it.
Aside from the obvious, one other issue is that your device will often ‘preload’ the next video, similar to how Facebook works, and store it in cache memory, which unless you manually clear it yourself, can remain on your device. So you may unwittingly be walking around with this type of porn already stored somewhere on your device.

Simple monitoring might catch some fools that were clicking around where they shouldn't.
The big catch are however much better aware than you or me when it comes to online safety. This is due to pedophiles being hated by essentially everyone so paranoia is real.
You might have heard about the Tor network and that is one option when you want to properly hide what you are doing. But these days it's not the best one, just the most talked about.
So block all the urls in the world and deep scan every packet but won't do shit and the FBI knows it as well. Honeypots and good ol police work is how u get these people.
Cambodia ought to be more focused on cleaning up their streets though... When there is villages/parts of town you can go to bang kids there is way worse shit to be dealt with then blocking the world's second largest mainstream porn tube

VPN will make sure ur not tracked and that is always recommended using tor
Honey traps are used all the time online to catch pedos. Seen more than one cop show based on that

Browser forensics research done by EFF indicates that fonts and plugin detection using javascript is enough to uniquely identify a browser regardless of VPN. Google was able to uniquely identify users at a convention just by browsing habits. They had a machine that cleared history after each user, they invited people to come up and use the machine "in their normal way" and within 4-5 sites, most people were identified by the URLs they visited.
