I think it's a great idea. The little bastards were no doubt causing plenty of trouble and now they got their poofy little coiffure's wrecked and they look like idiots. It's brilliant.

In the article, there is mention of the parents and guardians signing contracts that these ‘youths’ won’t get up to the same again. No mention of them having wives and kids, but if they do, then doesn’t that indicate a worse problem? You take exception to my comment and view, which is fine, but you offer no opinion on the humiliation tactic or behaviour. That is odd, or blinkered.

Groups of idle kids do tend to follow an example, often bad. Not necessarily with the intent to be a problem, more as a result of a lack of imagination and opportunity to do something with that excess energy and exuberance.
So why not put it to positive use? Instead of creating a situation where resentment may fuel defiance, why not foster a system where role models might provide guidance and encouragement? What would a foreigner have to resent about such a thing? Why would you take exception to such an idea?
Why would you even bring in any suggestion of recommending that the first world fund a third world army?

I think the intention is on the right track. Males in this country are de-masculinised, and need a stronger sense of responsibility.

The article talks of a few wayward youths only. At that age I may too have been the same. It seems here in Cambodia the older youths responsibility is still put on the parent, that's got to be a bad thing due to the youth needs to learn their own responsible behavior, unless the parents never thought the kids right from wrong.
But, because of a few wayward youths you have come up with the idea of national service for a 1-2 years period mandatory, for all Cambodian youth's between 18-23yrs old.
Better than the young youths hanging around the neighborhood and never too late to learn some dissapline. But would the state budget be able to support such a task like this considering the percentage on the whole of the countries youth.

This is an idealised view of 'National Service', which like its fellow-traveller, prison, rarely has the intended effect of turning out better citizens. Usually it turns wannabe street thugs into well trained, physically fit street thugs with better killing skills. Life is not a Hollywood movie where young troublemakers can learn the error of their ways and start helping old ladies cross the street - if you have ever mixed with groups of squaddies you will know that nothing short of a stun gun will ever modify their attitudes, and that only as a temporary measure. Burgess's Clockwork Orange gave the best illustration of this. Shaving heads makes the cops feel powerful, the shavees feel like dicks with a thirst for revenge as soon as it grows back.

But overall head shaving is a cheaper option and it may help the youths, and other youngsters see the errors of their ways, also the humiliation of the whole event, such has their parents and guardians signing contracts that these ‘youths’ won’t get up to the same again. It's just possible the parents never disciplined their kids from doing wrong in the past.

Its non-violent, it's not permanent, and the time it takes to grow out will serve as a reminder rather than a single harsh talking to which will probably be laughed about when they hang out together the next day.
