26 Arrests in Phnom Penh Cock Fight Crackdown
Cambodia News (Phnom Penh): At 3:46 pm on October 28, 2021, in Russey village, Sangkat Steung Mean Chey 2, Khan Mean Chey, the police cracked down on a cock fighting game in an isolated place.
26 attendees were arrested and their vehicles (motorbikes) were seized. The cock fight fans have been held in custody for further investigation by the authorities.

Cockfights are illegal in Cambodia, but you would never think it because they happen everywhere, on holidays especially.
Next to drinking beer it would appear to be the most popular male pastime round my neck of the woods (the women prefer to play cards)

Ah ok, cheers! I figured the gambling around it is illegal but didnt think the actual fights are, because like you said it so out in the open. Like many illicit "businesses" in Cambodia, I think that cock fighting is only permitted if you have good relations with the local chief, don't step on anyone's toes, and pay the appropriate fees to the appropriate people.
There have been a few news items on CEO where the locals have complained about cock fights and gambling run by local big-wigs in their area, and the police have raided the scene, seized a heap of motorbikes and some cocks, but all the players escaped miraculously.
I don't know what happens after that, but at a guess, the players then head down to the copshop and pay to get their toys back. The police might tell the organisers to be more discreet in the future. (Good luck with that.)

If they enforce the law too strictly, they kill the goose that lays the golden eggs.

AFAIK it's not the cock fight itself which is illegal (cock fighting is very popular in casinos in the province) but it's the gambling outside of licensed casinos.
Cock fighting is a very popular local pastime though with a whole industry of cock breeding farmers behind it. A large strong rooster is worth 500$ or more in the provinces.

Cock fighting is illegal in Cambodia, as is the betting on it.
