Left out,..........She commended the government for selecting Sihanoukville and Koh Kong to be the starting points to receive tourists due to its “abundant coastal and natural treasures”.
abundant casinos and chinese only restaurants make it an attractive choice for visiting chinese.

thanks for posting the official translation, I don't know how accurate is the translation, but my questions are :
1) just Koh Rong sialnd is included or they mean included Koh Rong Sanloem ? Siem Reap in January 2022 it could be after 25 January or they mean 1.1.2022 ?
2) family or high-end visitors it seems to be escluded invidual high-end visitor how they define high-end ? are just 5stars hotel allowed ? how many al least in the small group ?
3) accomodation all the accomodations in that areas ? or just the qualified hotels ?
4) when applying for the visa accomodation and maybe the flight too must be paid but you can paid and have the opportunity to cancel the booking in case of denied visa
5) health insurance must be Forte ? or here another health insurance covering covid and cancelation would be ok
Maybe you have to fly in the selected area, but I could not find any clear directive about this aspect. On page 5 "II Upon arriving at international airports OR at Safe and Green Zones tourists will be rquired to undergo test at the entrance" I could even understand that you could land in PP and then drive to SHV, where you would have the test.
Interesting they clear that in case of a positive tourist on the flight, all the tourists have to take a PCR and if the negative they can proceed to their booked accomodations.

I understood it as you getting tested in PP, and then you have to have a booking to get there and a hotel. It doesn't say that. I just got off the phone with the Cambodian embassy in London and they were not helpful at all. It doesn't say a lot of things, it's clear as mud, but if you follow local media and speeches, these things are mentioned. On November 17, Cambodia Airways will launch its first flight after a one-year hiatus from Phnom Penh to Bangkok starting this Water Festival.
The first flight will depart from Phnom Penh International Airport at 9:00 am on November 17 and arrive at Suvarnabhumi Airport in Bangkok at 10:10 a.m. as planned.
Other flights will depart on November 21 and 23 at the same time
