Notification on Travel Conditions, Implementation of Health Rules and Quarantine in Cambodia for travellers entering Cambodia in line with the New Normal Context:

To ensure public health safety by strengthening the implementation of health measures more effectively, as well as to provide convenience to passengers who fully vaccinated, the Inter-Ministerial Commission for Combating Covid-19 decides on Travel Conditions, the Implementation of Health Measures and Quarantine in Cambodia for travellers entering Cambodia in accordance with the new normal context as follows:

– High-level international delegation and senior government officials returning from overseas missions (quarantine period decided by the Royal Government)
– Passengers who are civil servants returning from official missions abroad (3-day quarantine)
– Foreign diplomats and International Organization officers (3-day quarantine)
– Foreign tourists who are (investors, business people, experts with guarantee or invitation) (3 -day quarantine)
– General passenger who is Cambodian or foreigner (7- day quarantine)
– All type of passenger who have not vaccinated Covid-19 vaccine or not fully vaccinated (14-day period)

1. International high-level delegations and senior government officials who return from overseas missions

Travelers who are international high-level delegates and senior government officials returning from overseas missions must implement Health Measures and do the special quarantine according to the decision of the Royal Government based on each case.

2. Passengers who are civil servants returning from official missions abroad

2.1. Travel Conditions
Before arriving in Cambodia, travellers must prepare the following documents:
– Official mission letter issued by the ministry or institution
– Certificate confirming that there is no Covid-19 disease for 72 hours prior arriving Cambodia recognized by the health authority of the country on which the official on duty
– Must have a Covid-19 Vaccine card or certificate confirmation of complete vaccination type of vaccine, date of vaccination
– Hotel booking confirmation documents in case passengers want to be quarantined at the hotel which accepts online booking services.

Upon arrival at the Checking Point of Cambodia
– Passengers must present all relevant documents above
– Must cooperate to provide samples for PCR testing at the entry gate to Cambodia

2.2. Implementation of Health Measures
General Case:

After being checked the above required documents, passengers will be health checked and take a sample by health officials before being sent to a hotel or location designated by the Ministry of Health for quarantine.
– In case the passenger is not able to pay the quarantine fee at a hotel, the passenger has to go to the quarantine location and comply with the conditions set by the Ministry of Health and all expenses shall be covered by the national budget
– In case the passengers is able to pay the quarantine fee at the hotel itself, the coordinator at the entrance to Cambodia will arrange for passengers to be quarantined at hotel after being taken the sample.

Upon arrival at the quarantine location at a hotel or location designated by the Ministry of Health, passengers will be required to wait for the test results no later than 3 days:
– If the PCR test result is Covid-19 positive, passengers will be sent to the treatment center designated by the Ministry of Health
– If the PCR test results confirmed Covid-19 negative, passengers will be ended the quarantine on the third day.

Note: In case the house of the above civil servant is favourable for doing quarantine in accordance with home quarantine measures, civil servants can request to the Second Sub-Committee at least 3 working days before arriving in Cambodia to do home quarantine. After reviewing the request, the Second Sub-Committee may reject or approve the permit by attaching the conditions and health measures for the passengers with high responsibility before the law of the Kingdom of Cambodia in force.

3. Foreign diplomats and international organizations officials who hold type A diplomatic visas, type B official visa
Visas for foreign diplomats and IOs officials holding diplomatic visas (Visa A) and official visas (Visa B) must apply as follows:

– Must apply 3- day quarantine measures
– Must have Covid-19 vaccination card or certificate confirming full vaccination, type of vaccine and date of vaccination
– Foreign diplomats and international organizations officials are required to have certification of Covid-19 negative within 72 hours prior arriving in Cambodia recognized by the health authorities of the country concerned.
– Foreign diplomats and IO officials can stay at separate embassy or residence as specified in the letter No.343 SKL dated 15 July 2021 of the Ministry of Health or hotel that can accept reservations such as Himawari Hotel, Sokha Phnom Penh Residence, Courtyard by Marriott, Raffles, Hotel Le Royal and Sofitel Phnom Penh Phokeethra, etc. for a full three-day quarantine and under the supervision of the Embassy, or International Organizations concerned and the health officer at all costs are the responsibility of the person concerned. For family members of diplomats or IOs officials who hold visas other than type A and B and have to be quarantined with persons who holds Type A and B visas also have to bear all the expenses by themselves during the quarantine.
– Those who have been quarantined are not allowed to meet guests or leave the quarantine location or room and must strictly adhere to the health measure issued by the Ministry of Health.
– Travel of the country’s check point to the embassy residence or a separate house shall use only the means of transportation of the embassy or international organization. For travel to the hotel as mentioned above, it can be used only the means of transportation of the booked hotel.
– Diplomats and international organizations officials that receive Type A diplomatic visas and official type B visas must be tested upon the arrival in Cambodia and samples must be taken at special location at the passenger arrival terminal.
– In case of being found positive Covid-19 virus confirmed by laboratory of Pasteur Institute of Cambodia, patients must be referred to the Royal Phnom Penh Hospital or any other hospital requested by the Embassy and being agreed by the Ministry of Health to perform treatment. All medical treatment is the responsibility of the diplomat or the embassy and the international organization itself.

4. Foreign travellers who are investors, businessmen, experts with guarantee or invitation
4.1. Mechanism of Guarantee or Invitation

Foreign travellers can be investors, business people or experts. To obtain a visa to enter Cambodia, they must have a guarantee or invitation from a local partner who is a legal entity, proper registration and payment of taxes in Cambodia. This guarantee and invitation mechanism is available through www.registrationservices.gov.kh attached with the following information:

– Company profile, Company name, registered certificate number, registration of Qualified Investment Project number or fiscal identification number, contact number, email address
– guarantor or invitee information, etc. name, date of birth, contact number, passport number or ID number
– Passenger information, such as name, date of birth, contact with guarantee, contact number, passport number, length of stay in Cambodia and purpose of travel to Cambodia.

Within 3 working days, the applicant will receive the following response:

– In case you do not agree, the applicant will receive a specific reason that can be corrected and re-apply
– In case of consent, the applicant will receive a certificate on guarantee letter or on invitation request.

Guarantee Certificate: is a letter stating that the applicant, who is the guarantor, is fully responsible for all costs related to quarantine and / or treatment in case a passenger has been infected with Covid-19 during the quarantine upon arrival in Cambodia. In this sense, the guarantor can use any hotel reservation service that accepts reservations for the quarantine and must have Certificate of purchase of Health Insurance for Covid-19 disease by purchasing Health Insurance from Forte Insurance Company through https://www.forteinsurance.com/covid-19-insurance/.

Invitation Letter: A letter stating that the passenger is solely responsible for all expenses. Passengers holding this type of certificate must deposit $ 2,000 upon arrival in Cambodia for payment of quarantine or treatment of Covid-19 expenses. Travelers can also use any hotel reservation service that accepts reservations for quarantine. In this case, the traveller is not required to deposit $ 2,000.

Both types of certificates are valid for 30 days and are in digital form that travellers can download and print themselves via the website.

4.2. Travel Conditions
Before traveling to Cambodia, foreign travellers must be prepared to meet the following essential requirements:

– Guarantee or Invitation Certificate is a required document for visa application, so it must be requested before applying for a visa
– Visa validity in accordance with the procedures of the Immigration Law issued by the Cambodian Embassy or Consulate of Cambodia
– Certificate of Negative Covid-19 within 72 hours prior to arrival in Cambodia, recognized by the health authority of the country concerned.
– Covid-19 Vaccination Certificate or certificate confirming the complete vaccination, vaccine type and date of Vaccination
– In case of using the invitation letter, the passenger must prepare $ 2,000 in cash to be deposited at the entrance check point of Cambodia for all costs associated with quarantine and / or treatment in case of passenger infected with Covid-19 during the quarantine upon arrival in Cambodia. In case the passenger already booked the quarantine service at any hotel, then, passengers do not need to deposit $ 2,000 and
– A certificate of purchase of health insurance (Health Insurance) for medical Covid-19 treatment: must buy the insurance from FORTE Insurance through https://www.forteinsurance.com/covid-19-insurance/.

Upon arrival at the check point of Cambodia, foreign travellers must present all of the above documents and deposit $ 2,000 in case the traveller uses the invitation letter and does not use the hotel reservation for quarantine service. Travelers holding a certificate of guarantee are not required to deposit $ 2,000, but must show booking document for quarantine at the hotel. The competent authority will scan the QR Code on the certificate of guarantee and the certificate of invitation of the passenger.

4.3. Implementation of Health Measures Upon Arrival in Cambodia

General Case: After fulfilling all the conditions in point 4.2 above, the traveler will be health checked and get sample tested by health officials upon arriving the quarantine location at the hotel or location designated by the Ministry of Health. Travelers must have to wait at least 3 days for test results:
– In case the PCR test result is Covid-19 positive, travellers will be sent to the treatment center designated by the Ministry of Health
– In case the PCR test result is Covid-19 negative, travellers will be ended the quarantine.

Special case: In case of necessity that the above travelers are not able to complete the full quarantine, the guarantor or the invitee must submit a request application to the Sub-Committee on Entrance-Exit Management (called Sub-Committee II) in advance to request special principles for short-term quarantine. The guarantor or invitee must state the reasons and necessity of the short-term quarantine, including the detailed program of the visit to Cambodia. After reviewing the request, the second subcommittee may reject it with reasons or consent, including special health conditions and measures for passengers and guarantors to implement with high responsibility before the law of the Kingdom of Cambodia in force.

5. General Travellers who are Cambodians or Foreigners
General travellers are referred to Cambodians who hold a Cambodian passport or hold a foreign passport but have a K visa and foreign travellers who are company employees in Cambodia or their families.

5.1. For Cambodians
5.1.1. Travel Conditions

Before arriving in Cambodia, travellers must prepare the following documents:
– Certificate of Negative Covid-19 within 72 hours prior to arrival in Cambodia, recognized by the health authorities of the country.
– Applicants must have a Covid-19 vaccination card or certificate confirming the complete vaccination, date of vaccination
– K type visa for Cambodian passengers holding foreign passports
– Hotel booking confirmation in case of passengers want to do the quarantine at a hotel that accepts online booking services.

Upon arrival at the check point of Cambodia, passengers must present all relevant documents above.

5.1.2. Implementation of Health Measures

After being reviewed the above required documents, travellers will be health checked and taken samples by health officials before being sent to a hotel or location designated by the Ministry of Health for the quarantine.
– In case the passenger is not able to pay the quarantine fee at the hotel, the traveller has to sent go to the quarantine location and follow the conditions set by the Ministry of Health, and all expenses shall be covered by the national budget
– In case the passenger is able to pay the quarantine fee at the hotel itself, the liaison officer at the check point will arrange for the passengers to be quarantined at the hotel after being taken the sample.

Upon arrival at the quarantine location at the hotel or location designated by the Ministry of Health, travellers will have to wait for the result:
– In case of the result of the first test using Rapid Test (upon arrival in Cambodia) found positive Covid-19, the travellers will be sent for treatment center set by the Ministry of Health
– In case of the result of the first test using the Rapid Test is negative Covid-19, the traveller must continue to be quarantined for 7 days and traveller must be undergone a second PCR test on the 6th. If the result is Covid-19 positive, they will sent for treatment. In case the result is Covid-19 negative, they will be ended the quarantine.

5.2. For foreigners, foreign travellers

To obtain a visa to enter Cambodia, they must have a guarantee or invitation from the company in which they work, and the company must be a legitimate legal entity registered and properly taxed in Cambodia. This guarantee and invitation mechanism is available through www.registrationservices.gov.kh attached with the following information:

– Company name, business registration certificate number, QIP number or tax identification number, contact number, address, Email
– Information of guarantor or invitee, such as name, date of birth, contact number, passport number or ID card number
– Information of traveller such as, name, date of birth, contact with guarantor, contact number, passport number, length of stay in Cambodia and purpose of travel to Cambodia.
Within 3 (3) working days, the applicant will receive the following response:

– In case you do not agree, the applicant will receive a specific reason that can be corrected and will re-apply
– In case of consent, the applicant will receive a certificate on guarantee or invitation.

Guarantee Certificate: is a letter stating that the applicant, who is the guarantor, is fully responsible for all costs related to quarantine and / or treatment in case a passenger has Covid-19 infection during the quarantine upon arrival in Cambodia. Invitation Letter: is a letter stating that the passenger is solely responsible for all expenses. Travelers holding this type of certificate must deposit US $ 2,000 upon arrival in Cambodia for payment of quarantine and / or treatment of Covid-19. Travelers can also use any hotel reservation service that accepts reservations for quarantine. In this case traveller is not required to deposit $ 2,000.

Both types of certificates above are valid for 30 days and are in digital form that travelers can download and print themselves via the website.

5.2.1. Travel Conditions

Before coming to Cambodia, foreign travellers must well prepare to meet the following essential requirements below:
– Certificate of guarantee or Certificate of Invitation is a required document for the visa application, so it must be requested in advance.
– Visa which is valid in accordance with the procedures of the Immigration Law issued by the Cambodian Embassy or from the Consulate of Cambodia
– Work permit in case the passenger is an employee of the company, the guarantor or the invitee must apply for the work permit of the Ministry of Labor And vocational training through the website https://www.fismlvt.gov.kh/ before requesting a certificate of guarantee or certificate of invitation
– Negative Covid-19 certificate within 72 hours before arriving in Cambodia, recognized by the health authority of the concerned country
– Covid-19 vaccination certificate or certificate confirming the complete vaccination, vaccine type and date of vaccination
– In case of using the invitation letter, the traveller must prepare $ 2,000 in cash to be deposited at the entrance of Cambodian check point for the guarantee of all expenses related to quarantine and / or treatment in case the traveller infected Covid-19 during the quarantine upon arrival in Cambodia. If the traveller has already booked the quarantine service at a hotel, the traveller is not required to deposit $ 2,000 and
– Certificate of Purchase of Covid-19 Health Insurance: Must buy insurance from FORTE Insurance through https://www.forteinsurance.com/covid-19-insurance/ .
Upon the arrival at Cambodian Check point, foreign travelers must show all the documents mentioned above and deposit $ 2,000 in case the traveler uses the invitation letter and does not use the hotel reservation service for quarantine. Travelers holding a certificate of guarantee are not required to deposit $ 2,000, but must show booking documents for quarantine in hotel. The competent authority will scan the QR Code on the certificate of guarantee and the certificate of invitation of the travellers.

5.2.2. Implementation of Health Rules

After being reviewed on the above required documents, passengers will be health checked and will be taken samples by health officials before being sent to a hotel or location designated by the Ministry of Health for quarantine.

Upon the arrival at the quarantine location at a hotel or location designated by the Ministry of Health, travellers will have to wait for the result:

– In case the results of the first test using Rapid Test (upon arrival in Cambodia) is positive Covid-19, travellers will be sent for treatment center designated by the Ministry of Health
– In case of the result of the first test using the Rapid Test is negative Covid-19, the traveller must continue to do the quarantine for 7 days and will be taken the second sample test by PCR machine on the 6th day of quarantine. If the result is positive Covid-19, they must be sent for treatment. In case the result is negative Covid-19, they must be ended the quarantine.

6. All types of travellers who have not been vaccinated Covid-19 vaccine or have not been fully vaccinated

For the group of passengers mentioned above, in the event that they have not been injected Covid-19 vaccine have not been fully vaccinated, the travel conditions shall apply as mentioned above, but the duration of the quarantine is 14 days following health measure as followings:

If the result is positive Covid-19, they will be sent for treatment. In case the result is negative Covid-19, they will be ended the quarantine.

As mentioned above, please, all foreign travelers with a guarantee or invitation, foreign diplomats and officials of international organizations who hold a Type A and official B visa and civil servants or Cambodian travelers using Cambodian passports or foreign passports and foreigners in general, be informed and cooperate responsibly to jointly implement health measures of the Royal Government of Cambodia to fight with Covid-19 to be highly effective.

This announcement will be implemented from October 18, 2021 onwards.
