@phuketrichard , good effort from the PPP, but still not comprehensive, same as the directive, so many unanswered questions.

There is some confusion over pre-flight PCR testing requirements, directive appears to state "no more than 72 hours prior to arrival", whereas it has been "no more than 72 hrs prior to departure".

No mention of Work Permits, yet stated in the Directive that WP's required for Foreign Investors etc. and General Foreigners, however this fails to take into account those with a valid multi-entry Visa EOS who don't actually require a WP, and those travelling on an initial E-type Visa can't even technically apply for a WP until they are in Cambodia due to the supporting documentation requirements ie. certificate of residence.

There are no Visas on Arrival, that is clearly stated in the directive, Visa must still be applied for in advance from a Cambodian Embassy/Consulate. The issuing of T-type (Tourist) Visas remains suspended. Valid multi-entry Visa EOS's are still valid for travel, although not explicitly mentioned in the Directive.

It states that travellers from countries which do not require a Visa can travel without a Visa, but it is mentioned under the Foreign investors, etc. category. I assume that refers to those eligible for Visa Exempt Entry (ASEAN passport holders), but again it's not really clear.

Fully Vaccinated Foreigners who have a VAPG/VAPI Certificate quarantine for 3 days.
Fully Vaccinated General Foreigners quarantine for 7 days.
All unvaccinated travellers quarantine for 14 days.
No mention of Vaccinated parents travelling with unvaccinated children - would that mean they all have to quarantine for 14 days?

Foreigners are not eligible to apply for home quarantine, with the exception of A-type (Diplomatic) & B-type (Official) Visa holders.

The Cambodian MoFAIC, Embassy websites, IATA travel map, and none of the airlines have updated their websites with new criteria yet. Obviously this may take a day or two, if at all, because the directive was issued late on Saturday evening, and of course no one works on a Sunday, in fact the DoI have only just held a meeting to discuss the new directive this morning :facepalm: . Will be interesting to see what the checklist criteria is that is issued to the airlines, that will hopefully clear things up.

The whole things a bit of a clusterfuck, you know I'm fairly decent at deciphering these directives, but there are some points which are stumping me. Those who were responsible for creating this directive obviously did so in a rush, and don't have a clear understanding of certain Immigration, and WP, policies and procedures. I foresee a new, amended version being released within the next week or so.

or those married, but on an EB, they dont have, nor can get a wp...

Yea...clear as mud regarding the whole WP issue, will have to wait and see how it plays out. Those on a multi-entry ER, EB, EG, ES EOS fall under the General Foreigner category, basically this directive is the same as it was prior to the introduction of the mandatory 14 day hotel quarantine, just not worded as well and with several points which need further clarification.

Well, it seems the powers that be did actually think this through (just a little bit) and the relevant parties have been cooperating. Foreigners can now apply for a Work Permit from overseas, newly added feature to the WP application portal www.fwcms.mlvt.gov.kh , usual fee of KHR 520,000 (appx $130).

regarding the above-- Last year you needed a letter from place that would employ you along with patent tax document including letter stating they would take responsibility of monies if sick etc blah blah

This is a new process but do you know if that still stands? Submitting the same documents to the embassy? I noticed another website that mentions this --VAPG/VAPI--

Last year I did not have to do any vapg/vapi thing..
regarding the VAGI website-- the place of employment fills that out or the person traveling? or both? I noticed some questions that only the employer would know like Registration #, Tax identification #

seems like they are asking the places of employment to do some leg work

another thought--

would purchasing a work permit help one's cause for a 3 day vs 7 day quarantine?

they do issue again as from today T-visas !!
Another step in the good direction imo !! ??
