There's some great roads being made, but in the meantime other roads are in very bad repair.
Always "hope" but never "expect".

The new ones are, hopefully, being built correctly to minimise maintenance and make it easier. The old ones need to be ripped up and relaid because every year they would plug up potholes which would be back after the next downpour. They were big, dangerous holes that rip open your tyres and have caused loads of accidents.

One place had an open sewer below the water.

I ditched my bike one time when the person in front slowed down in deep water, meaning I had to. Thankfully, there was the square nearby.

There is no drainage in a lot of places and in the others, there is no gutter maintenance.

You avoid puddles as they could be the "tip of an iceberg," and you land in an abyssss or a paddock.
