Gang of Five Arrested for Kidnap in Sihanoukville
Cambodia News, (Preah Sihanoukville): Under the directive of General Choun Narin, the Chief Police Commissioner of Preah Sihanouk Province reported to the press on Tuesday, September 14, 2021, that the police forces had arrested five Chinese nationals for abduction and extortion on 12 September.
The victim of the gang was Yi Geng Fa, a 38-year-old male Chinese chef,living and working in Sihanoukville. They broke his upper lip, and bruised his hands and ribs.
The 5 suspects are identified below:
1-Name ZHOU HAOSHENG, 39-year-old male, Chinese, casino, shopping, passport, (not attached) stay in village 4 Sihanoukville.
2-Name: CAO JIAWEI, 28-year-old male, Chinese, employee, passport (not attached) stay in village 5 Sihanoukville.
3-Name CHEN XUEDONG 36-year-old male, Chinese, security, passport (not attached) stay in village 4 Sihanoukville.
4-Name: DAI SHENGLONG, 22-year-old male, Chinese, security, passports (not attached) stay in village 5 Sihanoukville.
5-Name SONG JIAWEI 23-Year-Old Man, Chinese, Guardian, Passport Control (Not Attended) Stay in Village 5, Sihanoukville.
Evidence seized:
- 01 pairs of handcuffs(on the hands of the victim)
- 02 keys to unlock the handcuffs
- 02 cars

Sihanoukville criminal police officers are building a case to charge the suspects.

Supreme Court rejects bail application of Chinese man CAO JIAWEI, convicted for detention and extortion.
Cambodia News, (Phnom Penh): The Supreme Court on the morning of January 18, 2023, announced the verdict rejecting the bail application of a Chinese man who was arrested by the lower court on charges of Illegal detention and forced extortion in Sihanoukville in 2021.
Mr. YU Ottara, Chief Judge of the Supreme Court, said that the accused was CAO JIA WEI, a 28-year-old Chinese man (born 1993).
The defendent was detained in a police raid on September 5, 2021 in Village 5, Sangkat 4, Sihanoukville, and arrested on charges of "illegal forcible detention and extortion" under Article 254 of the Penal Code.

What if they start to spread their wings and try their luck with a few well-heeled expats?
If the Chinese government, with all its power and influence here, cannot protect its citizens and get the authorities to stamp out these K&R / cyber scam industry, what possible chance would your embassy have to get you out?

Just come back from Sihanoukville, and i liked it. Much cleaner then PP, now traffic-jams, hardly cops asking tea-money. Found twice a nice restaurant, Poipet-bbq, good food for reasnoble price and 0.75c beers. Yesterday eat at Romdoul Buffet near 2 lions roundabout, open for 2 months, nice buffet with even live music, great choice of seafood. 12.90 a peron and 1 dollar anchor can.
Hotel was ofcourse chinese-runned, a bit noisy because of on the main street.
Just arrived back with Larryta, 14 dollar and in 3 hours back in PP, more or less on time, no stops on the road, straight ahead by tollroad.
Will go back to Sihanoukville for sure.
Beaches not dirtier then in thailand.
Maybe they cleaned a bit more as usual for chinese newyear, but i have no reason to regret.
And the chinese: knever had problems with them, knever been kidna^pped either.
Car was not stolen either . . .

Lol these were funny back in 2019. @Bongmab69 Nice to hear you had good experience. The place has truly changed. I have similar feeilng about it compared to PP. It's a really nice place now days. I have been going there almost weekly lately. Need to try that buffet place next time! Let me know if you need hotel recommendations for you next trip.
And no, they clean streets and beaches frequently so the main streets and beaches are pretty clean always.
