Certificate of non-impediment - STAMPED?

Maybe some of you have seen a Cambodian certificate of non-impediment?! I can't find an example pic on the net.

Is it always stamped? Am trying to marry my girlfriend (we already had a marriage date in 3 weeks, which has been cancelled now) but the stamp is missing. Therefore the authorities "can't be sure it's legit", and won't approve it. As you can guess, this generates a shitload of problems.

Funnily enough, they don't seem to be sure how it should look, either, given their vague formulation in the refusal.

Any help is greatly appreciated. TIA.

You sure it's not just their way of asking for a bit of 'tea money' to get things moving?

I should have mentioned that we are marrying in Europe, no amount of tea-money will help, unfortunately.

P.S. And thanks to the optimistic woman from the local wedding authority, we lost a lot of time and probably can't get married in Denmark anymore as well (which was Plan B) as her visa expires in a month :( .

i dont think u can get that for use outside Cambodia
pick a country that does not require it, ( japan, HK)

I have a stamped one from 2013 but wont post as to much trouble to blank out all the info ( it also has someone's thumb print)

If you manage to get one from Cambodia, you must have it Apostille'd (Hague Convention certification). When issued, you need to have it confirmed and certified by the Ministry of Foreign Affairs and International Cooperation the fee for which I'm not sure (probably item 5 or 2.21 or 2.22)

After certification by MFAIC, it then needs to be certified further by the embassy of the country you plan to use it in. (For Denmark that would be the Danish Embassy or most likely either the German or French Embassy).

Knowing how EU office bureaucrats love seals, stamps and official letterheads, I don't think you can simply present a Sangkat document without the Apostille, even if translated.

EDIT: sorry, disregard the above. Wrong information. Found out Cambodia isn't party to the Hague Convention. You might still need the MFAIC certification and approval.

Which authorities won't approve it? The relevant public servants who should receive this from you (eg. at MFAIC, MoI, sex trafficking office) deal with marriage applications on a daily basis. If they 'don't know', it's a ploy to get you to facilitate the expedient processing of your documents through unofficial financial contributions.


I don't recall if my wife's had a stamp, but any official letter from a sangkat would have a stamp doesn't it? If you're unsure, contact the sangkat office that issued the document.

i have one issued 2013, stamped an thumb printed,
took it to Cambodian embassy in Bangkok to get approval to marry in Thailand, ( where a marriage is less than $50)
they told me go to Cambodia

The Cambodian MoFAIC will not certify/notarise a Cambodian "Certificate of Celibacy, Widowhood or Divorce" for the purpose of marriage overseas.

I know, the document we have (simply stating she is single) is from her sangkat, which is ok with my registration office, only the round stamp/seal is missing.

Serious suggestion for OP:

If the 'authorities' aren't being cooperative...

Why don't ya just have a party (with a bit of 'ceremony'), & then tell everyone you're a married couple?
And don't bother with the actual registration & all that..

That should keep everyone happy, innit. Except praps the taxman/taxwoman..
