It's good news that the Cambodian authorities are actively seeking this illegal activity, but it seems more so on tip offs from that of other countries authority. I would have thought detection of these illegal online gambling dens would be easily found due to two items, installation of internet on a large scale, and that of it's WIFI traffic.
Always "hope" but never "expect".

Online gambling scrouge spreads across country as more complaints emerge on forced slave-like labour
Despite hundreds of Thai nationals, 41 Indonesian nationals and small numbers of other foreign nationals being rescued by police from online gambling syndicates, the scrouge seems to be spreading across the country.
Police officials familiar with the matter said that after Khmer Times series of expose, 41 Indonesian nationals were successfully feed from what was termed China Project in Sihanoukville while hundreds more were freed in various provinces bordering Thailand where physical and online gambling, though the latter being illegal, is flourishing.
“Greed for easy money and promises of an almost expense free employment with tremendous perks should have set off alarm bells but yet, many Thais and other nationals are continuing to be duped into slave like working conditions where torture, beatings, assault, cramped living conditions and even sexual assault are frequent,” the officials said.
They added that many reports have been received on such allegations by family members and others supposedly detained by these syndicates and traded from one to another if they found to be unproductive.
“Once complaints are received, we start our investigations through many means and it takes weeks to establish the veracity of the complaints as the complexes are well protected with countless CCTV’s and physical lookouts who also have their own sources to tip them off of any possible raid.
“China too has started vigilance on its part by scrutinizing Chinese nationals who want to fly to Cambodia and in each flight, passengers with valid tickets and boarding passes are off-loaded when they do not satisfy the scrutiny. This is of big help as they are potential victims,” they said.
Other nationals involved in large but scattered numbers are Thais and Indonesians and while the Thais are mostly concentrated in the Thai border provinces where physical casinos are plentiful, others are spread across the country from Dara Sakor, Koh Kong to Kampot, Kep, Kandal, Phnom Penh and up to more than half the country’s provinces.

A key player in a human trafficking gang has been arrested in Sa Kaeo for duping victims into working for an online gambling outfit in Cambodia.
A suspect, identified only as Ms Chusri but going by the alias "Je Pla", was arrested at an apartment in tambon Nong Waeng of Khok Sung district. A mobile phone, two passbooks and a pickup truck were also seized.
The investigation stemmed from a recent case where 21 Thais were tricked into working in Phnom Penh, Deputy Immigration Bureau chief Pol Maj Gen Archayon Kraithong said yesterday.
Pol Maj Gen Archayon said the gang mostly deceived victims via advertisements on Facebook for allegedly well-paid jobs with an online gambling operation in Cambodia. The gang had been using the ruse for some time, with the suspect reportedly receiving 2,000-2,500 baht for every employee she sourced.
After they agreed, the suspect would pinpoint a location for victims to illegally cross the border in Aranyaprathet district.
Upon reaching Cambodia, a Chinese group would detain the victims at a building for five months and force them to dupe other Thais into investing in an application named "Spell".
