Re: Cyber slavery: inside Cambodia's online scam gangs (UPDATED)
I was wondering exactly the same thing as I read the previous post.Anchor Moy wrote: ↑Wed Nov 17, 2021 12:22 am Hey! Wake up! Who's the boss here ?
Surely there should be enough news about this to make the Cambodian and Chinese authorities react ? Cambodia is now being repeatedly reported in the international news as a major hub for online slavery in their casinos. A few people are being arrested and deported, but it's always the slaves arrested and never the bosses.
I don't get why this online gambling slavery is still going on if the Chinese authorities have declared war on online gambling and the Cambodian government support this stance. So, who dares to go against these two governments ?
(Surely not the same people that are running meth throughout SEA without a problem ? Chinese triads ?)
Plenty of stories of people rescued from these places, yet nothing about the casino owners/operators getting rounded up.
Oh, I just remembered. Who pays the piper, calls the tunes.

It seems like you may have something too the tune with your last sentence, for in the west, there is a saying "money is not everything". The answer here about that saying, is probably something on the lines like, "the west may have, and we do not". But the ones here who may receive payments will for sure have plenty more than you or I.Username Taken wrote: ↑Wed Nov 17, 2021 3:58 amI was wondering exactly the same thing as I read the previous post.Anchor Moy wrote: ↑Wed Nov 17, 2021 12:22 am Hey! Re: Cyber slavery: inside Cambodia's online scam gangs (UPDATED)
It's a bit surprising to be fair, and I suspect Beijing is not happy about it's renegade citizens in this part of the world. Why hasn't there been serious action from the joint governments? It remains a mystery, but one wonders just how deep the the CCP has its fingers in such pots as, say, the gambling investments in SHV, and the extent of their cooperation with the gangs. Awful publicity, whatever way you look at it.Anchor Moy wrote: ↑Wed Nov 17, 2021 12:22 am Hey! Wake up! Who's the boss here ?

I would imagine they are letting it run to map the global network.
For sure, CCP considers it a priority to stop this
The linkages with Myanmar and substances are in the mix, and maybe there is some weaponized geopolitical action going on there.

PHNOM PENH: Cambodia said on Sunday it is banning online gambling, which helped propel a wave of Chinese investment in casinos in the country, saying that the industry had been used by foreign criminals to extort money.
BUT:....It added that those who have licenses are permitted to operate until their licenses expired. After that, the Ministry of Economy and Finance will not renew or grant licenses to online gambling.

Those who have managed to escape the MDS Thmor Da Special Economic Zone, near the Thai border in Pursat province, have reported being trafficked from China to the compound, where even local police and officials say they have little access.

99 Thais rescued from forced labour in Phnom Penh

Cambodian officials and Thai police rescued 99 Thai people who had been lured into forced labour in Phnom Penh on Wednesday evening.
Deputy national police chief Pol Gen Roy Inkhapairote said on Thursday that the people were rescued from a fenced-off three-storey building. The officials arrested a number of Chinese nationals who allegedly supervised the Thai workers.
The Thai victims told police that they had been recruited to work as website administrators to have conversations with customers.
In fact, after they arrived in Phnom Penh, they were forced to operate telephone scams, calling Thai compatriots and luring them into investing in bogus lending businesses.
Those who resisted were assaulted, beaten, detained and left to starve. Some Thai victims were either held for ransom or sold to other gangs.
Pol Gen Roy said that the 99 people were the third group of Thai people rescued from forced labour in Cambodia. Earlier 109 Thais had been rescued from Sihanoukville, Phnom Penh and Poipet.

More details: Chinese Man Saved After Facebook PleaCEOCambodiaNews wrote: ↑Wed Nov 10, 2021 4:24 pm November 10, 2021
Foreign national claims he was kidnapped and smuggled into Cambodia, rescued after plea to PM
A Chinese man who claimed that he was kidnapped from China and illegally smuggled into Cambodia to work at an internet investment firm has been rescued after he pleaded with PM HE for help.
The man had posted a message to the PM’s Facebook page, saying:
“Hello, Prime Minister HE, I am a Chinese national who was tricked from China to work for an Internet Investment Park company in Pursat province. Here I was told to lie to others, but I was afraid to speak. I have been trying to find a secret rescue for more than two months, but there is no news yet. Now I have a serious illness and can not go to work, I have lost value for them (same Chinese). Someone who had lied to me said he would sell me to someone else, I was so scared and helpless. I hope the prince can save me.”
After receiving the message, the Quick Reaction Team of the General Commission of the National Police cooperated with the specialized force of Pursat Provincial Police to investigate and take action.
Pursat Provincial Police Commissioner General Tos Theng says that on November 08, 2021, the specialized force of the Provincial Police Commission inspected and carried out an operation and recovered a a 23-year-old Chinese victim, Xiong Liqiang, at the Thmar Da Special Economic Zone in Veal Veng District, Pursat Province.

Pursat: National Police said in a statement that its “quick reaction team” responded immediately after receiving information about the post on HE’s Facebook page.
“I was so scared and helpless. I hope the prince can save me,” a translation of the post in the National Police statement said.
The police statement continued that officers had carried out a “handover” of the Chinese national with cooperation from the Thmor Da SEZ.
The 23-year-old who posted to HE’s Facebook page said he was never beaten, but he was scolded and sworn at. And he couldn’t accept taking part in a scam against innocent people, he said.
Apart from Chinese nationals, there were also Indonesian, Vietnamese and Cambodian workers at the company, he added.
Two days after he posted to HE’s Facebook page, his company sent him to a small police station nearby. The following day, he was taken to the Pursat provincial police headquarters, where he gave testimony and was eventually brought to the hotel where he’s currently staying.
The above victim was handed over to immigration experts to implement professional measures in accordance with the procedures.

Emails and phone calls to the Try Pheap Group were not answered this week. At its headquarters on Phnom Penh’s Norodom Blvd., a man who said he was the company’s head of security, but declined to give his name, said no administrators were available to answer questions. He said questions about the Pursat SEZ should be answered by administrators in Pursat, but said he did not know how to contact them. He told reporters they should go ahead with publishing an article on trafficking allegations at the SEZ.
Pheap, among the country’s most notorious tycoons, is the sole director of the MDS Thmor Da SEZ.

Police Rescue Cambodian Woman From Try Pheap SEZ, Deny She Was Sold

On Wednesday night, a Cambodian woman posted a call for help on Facebook.
“Do you know the number for the police? I was sold to work for Chinese. Now I’m in Pursat on a rocky mountain.”
Alongside the words were photos of a dark security fence with barbed wire, and a map with her location.
“I want to go home. Help me,” the post said.
The location, according to Pursat police, was just outside the Thmor Da Special Economic Zone — or MDS, a compound owned by Try Pheap, one of the country’s most notorious tycoons and a member of a ruling party working group in Kandal. Police said the woman was in quarantine in preparation for working at the SEZ.
Over the past three years, the area has been the site of suspicious incidents, mostly involving Chinese nationals: deaths from falling off a building or getting run over inside the compound by traffic, and a man hospitalized for trying to slice his own neck. Local police have told of buildings being sealed off to keep workers in, and Vietnamese nationals escaping and alleging abuse inside. This year, several Chinese trafficking victims have been rescued from the premises, saying they were tricked into working there and forced to perpetrate global scams.
At 9:30 p.m. last night, police arrived at the quarantine facility. “We came to rescue her and take her to the Thmor Da commune police station,” deputy provincial police chief Heang Sitha told VOD on Thursday.
A Chinese man had invited the woman to work at the SEZ to make use of her language skills, he said. “Yes, the Thmor Da Special Economic Zone.”
Pheap, the tycoon owner, has been placed on a sanctions list by the U.S. for alleged corruption and large-scale illegal logging. Pheap and the company have not responded to requests for comment this week.
Sitha, however, downplayed the Wednesday incident.
“She couldn’t stay in the quarantine because it was too quiet,” he said. “She asked the authorities to help intervene so she could return home.”
He would not explain why police intervention was necessary for someone to leave a job.
Nevertheless, he added that police had previously rescued Chinese nationals from the SEZ.
