541 foreigners without work permits detained in Sihanoukville incarceration, torture, human trafficking and illegal online gambling raid
Preah Sihanouk Provincial Administration has revealed the details of a four-day operation from 18 to 21 September 2022 to inspect “Paw Yong Technology” in Sihanoukville on suspicion of incarceration, torture, human trafficking and illegal online gambling.
The Sihanoukville Provincial Administration said that during the four-day operation on the location in Village 4, Sangkat No. 4 Sihanoukville, a joint force led by the Provincial Unity Command found 184 illegal immigrants, 21 females with 3 nationalities, including 100 Chinese (2 females), 79 Vietnamese (18 females) and 5 Malaysians (1 female) who were referred to the Investigation and Enforcement Department of the General Department of Immigration for deportation from Cambodia.
In addition, 357 foreigners (49 females) were found to have worked without a work permit and were fined by the Department of Foreigners and Immigration.
According to the inspection, it is suspected that illegal currency trading and stock investment, restrictions on the use of foreign labor, restrictions on freedom of movement were occurring at the location.

TAIPEI (Taiwan News) — The Criminal Investigation Bureau (CIB) said Saturday (Sept. 24) it had helped 279 victims of human trafficking and fraud rings return home from Cambodia since early last month, with 60 more waiting for a flight.
Over the past months, more than 4,600 Taiwanese had traveled to Cambodia but not returned, with about 300 estimated to have been lured to the poor Southeast Asian country with offers of high-paying jobs. Once arrived, they were forced to take part in telecom scam projects, and sometimes imprisoned, mistreated, and tortured.
The government set up a special taskforce on Aug. 8 to help Taiwanese citizens escape their captors in Cambodia, Myanmar, and Thailand, CNA reported. The new group had also drawn up an emergency budget of NT$3 million ($94,300) for assistance to citizens who could not afford a flight home.

469 foreigners detained, buildings closed, after latest raid against illegal online gambling, human trafficking and prostitution in Sihanoukville
Preah Sihanouk Provincial Unity Command detained 469 illegal foreigners in a massive three-day operation at a complex in Sihanoukville. The operation ran for 3 days from 19 to 22 September 2022 at the location of “Jing Chhay Technology” in 8 buildings in Village 3, Sangkat 1, City. Sihanoukville
Preah Sihanouk Provincial Administration confirmed that the location consists of 08 buildings (Building No. 06, 10 floors high, Building No. 7, height 9 floors, Building No. 08, 09 floors, Building 09, 05 floors, Building 10, Building 08, Building 11, Building 9, Building 12, Building 17, Building 17 and Building 13, Floor 4).
During the three-day operation, a joint force led by the Provincial Unity Command found a total of 469 foreigners, 75 females, 10 nationals, 274 Chinese, 33 females, 6 Taiwanese, 158 Vietnamese, 34 females, 15 Malaysians, 2 females, 3 Indonesians, 2 females, 4 Indians, 3 Thais, 1 female, 1 Bangladeshi 1 Myanmar national, 1 female, and 2 Russian nationals, 2 females.
A total of 236 illegal immigrants were found: 32 females with 8 nationalities, including 99 Chinese, 6 females, 2 Taiwanese, 122 Vietnamese, 24 females, 5 Malaysians, 5 Thais, 1 female, 1 Bangladeshi, 1 Myanmar 1 person (female), 3 Indians.
After the labor and immigration authorities examined the relevant documents, out of a total of 414 foreigners, including 42 female foreigners were found:
– 236 foreigners working without work permits (39 females), fined 236 (39 females) and collected 118 million Riels in tax from making work permits.
– 35 work permits (08 females), 168 foreigners who do not have passports and are staying in Galaxy World, 17 females, including 130 Chinese nationals, 08 females, 33 Vietnamese 7 females, 3 Malaysians and 2 Laotians, 2 females.
As a result of the administrative inspection operation at the above location, the specialized force identified crime-related offenses, including illegal online gambling offenses, human trafficking offenses, and prostitution offenses.
The Sihanoukville Unity Command decided to set out some measures as follows:
* Make an education contract for legal foreigners and foreigners who have already been fined for immigration and have been given a work permit to be allowed to leave the location to a new place.
* Close all businesses located in the location of Cheung Chhay Technology (called Jing Chhay 05) except the restaurant, giving the decision of the owner of the restaurant business to leave or continue the business.
* Temporary closure of Building No. 06 (5th, 5th, 7th, 9th floor), Building 07 (3rd, 8th, 9th floors), Building 08 (3rd, 3rd, 5th, 6th, 6th, 9th, 10th floors) No. 09 (Karaoke Master Room, 1 Room), Building No. 10 (7th, 8th, 9th floor) and Building 11 (5th, 7th, 8th, 9th, 10th floor).

I was thinking that with such large numbers of arrests and people detained/repatriated and businesses/buildings closed now, someone (khmer or chinese?) is losing out big time on return on capital for constructing associated buildings and rents. If some of these buildings were purpose built for illegal purposes then I imagine it may not be so easy to find legitimate replacement tenants in the short/medium term..
Good to see the authorities finally taking serious action to clean this up tho.

Over 10 Phnom Penh Condos, Hotels Raided Over Trafficking, Online ‘Services’.....Many of the buildings were previously known to rescuers who have been working for months to aid human trafficking victims.
Hundreds of foreign nationals have been removed from Phnom Penh compounds as police acknowledged detention, torture, extortion and human trafficking in several arrests.
The buildings are dotted across the inner city, from an office compound across the street from the Australian Embassy on National Assembly Blvd. to a hotel near Central Market, and come amid international pressure over major online scam operations sheltered in Cambodia.
A representative for the Global Anti-Scam Organization, which is a group of volunteers that has been involved in rescues from scam compounds, said Cambodian authorities had shown action, but it was unclear whether the leaders of the scam operations were thwarted. The spokesperson asked not to be named because of security concerns.
“They have tried, but I am not sure if the big bosses have been caught, and I think this is the most concerning portion,” the representative said. “It should be more transparent to the public, because we don’t think that the big bosses have been caught.”
Phnom Penh governor Khuong Sreng said he was too busy to comment on Tuesday.

So the workers are held captive and forced to work what they don't want to do! Then eventually if lucky get rescued by the authorities and then fined because they had no work permit - the Kingdom of Wonder in full swing. It stinks like corruption from the very start from the Khmer,.....
