According to a report from mainland Chinese finance news outlet Caixin in 2020, Zhijiang has been listed as a fugitive by mainland Chinese authorities since 2012 for operating an online gambling business. Yet somehow he managed to set up a company, Yatai International Holding Group Limited, in Hong Kong in 2017 and presented himself as a key investor in the mainland Chinese Belt and Road Initiatives. Yatai has made many gambling-related investments, including resort and hotel compounds, in Myanmar, Cambodia and the Philippines.

Phnom Penh (FN), Sep. 9 – The spokesperson of the Cambodian Foreign Ministry offered the other side of the story based on the reports by some local and foreign media outlets in order to shed light on some reports concerning foreigners lured/tricked into working illegally in Cambodia, especially about the “seriousness” of this issue and the “bad conditions” suffered by the victims, thus affecting the country’s image as well as the endeavors by the competent authorities to rescue the victims in the hard fight against this transnational crime that has been happening everywhere in the world.
According to the clarification seen by Fresh News, (1) Human trafficking conditions in Cambodia not as serious, bad as reported. (a) Interior Ministry spokesperson: Only 19 among reported 104 cases involve extortion and confinement. (b) Malaysian Envoy reveals bizarre cases of job scam victims in Cambodia; (2) Interior Ministry senior official: Allegations of organ harvesting and selling human body parts are fabricated; and (3) Cambodia is endeavoring to fight against all forms of human trafficking.

Of course so, but then again very rough times over the covid-19 time. Yes, it's not only Cambodia there's plenty of countries that this crime is going on, but I find it difficult to believe that there is no Khmer involved, even pay off's. It's like the compounds that are talked about, why are they not swamped by the police, army and authorities, just to see what maybe happening. Is it possible that Cambodian law is a restriction to do so?

Interior ministry receives 186 trafficking claims

The Ministry of Interior has received 186 complaints and reports related to human trafficking, Deputy Prime Minister Sar Kheng said at a meeting in Preah Sihanouk province on September 12 on the fight against human, labour and sex trafficking.
“Today’s meeting is part of additional support for the anti-human trafficking taskforces in Preah Sihanouk province that are faced with these kinds of offences,” Minister of Interior Kheng said.
Am Sam Ath, deputy director of rights group Licadho, expressed concern over the current situation regarding human trafficking in Cambodia, despite the government having put in place measures to combat it.

The ads on the Telegram messaging service’s White Shark Channel this summer had the matter-of-fact tone and clipped phrasing you might find on a Craigslist posting. But this Chinese-language forum, which had some 5,700 users, wasn’t selling used Pelotons or cleaning services. It was selling human beings — in particular, human beings in Sihanoukville, Cambodia, and other cities in southeast Asia.
“Selling a Chinese man in Sihanoukville just smuggled from China. 22 years old with ID card, typing very slow,” one ad read, listing $10,000 as the price.
Another began: “Cambodia, Sihanoukville, six Bangladeshis, can type and speak English.” Like handbills in the days of American slavery, the channel also included offers of bounties for people who had run away.
(After an inquiry from ProPublica, Telegram closed the White Shark Channel for “distributing the private information of individuals without consent.” But similar forums still operate freely.)

Fan, a 22-year-old from China who was taken captive in 2021, was sold twice within the past year, he said. He doesn’t know if he was listed on Telegram. All he knows is that each time he was sold, his new captors raised the amount he’d have to pay to buy his freedom. In that way, his debt more than doubled from $7,000 to $15,500 in a country where the annual per capita income is about $1,600.
Fan’s descent into forced labor began, as human trafficking often does, with what seemed like a bona fide opportunity. He had been a prep cook at his sister’s restaurant in China’s Fujian province until it closed, then he delivered meals for an app-based service. In March 2021, Fan was offered a marketing position with what purported to be a well-known food delivery company in Cambodia. The proposed salary, $1,000 a month, was enticing by local standards, and the company offered to fly him in. Fan was so excited that he told his older brother, who already worked in Cambodia, about the opportunity. Fan’s brother quit his job and joined him. By the time they realized the offer was a sham, it was too late. Their new bosses wouldn’t let them leave the compound where they had been put to work.

PUTRAJAYA: Eleven more Malaysians who fell victim to job scam syndicates in Cambodia arrived safely at the Kuala Lumpur International Airport 2 at 11.55 pm yesterday.
In a statement today, Foreign Ministry said as of yesterday, a total of 123 out of 153 victims of such syndicates have been rescued.
“The ministry would like to express our gratitude and appreciation to the Government of Cambodia through the country’s authorities for the excellent cooperation given in locating and rescuing the victims.
“The ministry through the Malaysian Embassy in Phnom Penh will continue to work closely with Cambodian authorities to locate and rescue the victims, to enable them to return home safely,” it said.
According to the statement, individuals or relatives of Malaysian citizens involved in fraudulent job offer syndicates abroad can contact the ministry directly through the Consular Assistance Unit for Malaysians Abroad via e-mail at [email protected].
“In addition, the Malaysian Embassy in Phnom Penh can also be contacted via e-mail at [email protected],” it said. - Bernama

Cambodian Police Rescue 10 Foreign Victims of Human Trafficking
Cambodia News, (Phnom Penh): In the past 3 days, from September 12 to 15, 2022, yesterday, the Cambodian authorities launched an operation to rescue two foreigners, but found 10 victims in all.This was reported by General Khieu Sopheak, Secretary of State and spokesman for the Ministry of Interior, this morning, Friday, September 16, 2022.
Please be informed that in the rescue operation of the two foreigners, one case took place in Phnom Penh on September 12, 2022, with one foreigner rescued, and the other case took place in Sihanoukville on September 14, 2022, rescuing 9 foreigners.
Separately, from 3 pm on the 14th to 3 pm on September 15, 2022, the Cambodian authorities received 24 requests for intervention to help find a total of 29 Chinese and Vietnamese nationals detained in Sihanoukville, Svay Rieng, Pursat, Oddar Meanchey, Koh Kong and Phnom Penh.
It should be noted that Samdech Krala Hom Sar Kheng, Deputy Prime Minister and Minister of Interior, recently issued a letter calling on the national and international public, foreign missions in Cambodia and the competent authorities of relevant countries to continue to cooperate to provide information related to human trafficking and other transnational crimes in order to prevent and crack down in a timely and effective manner.
The Royal Government of Cambodia also remains committed to complying with applicable laws to combat fraud and technology extortion, drug offenses, money laundering and illegal online gambling, and to continue to provide protection and to save both Cambodians who are victims of trafficking abroad and foreigners who are victims of trafficking in Cambodia.
