Fake job offers in Cambodia: 4 more Malaysians brought home

SEPANG: Four more Malaysians who were allegedly duped by syndicates that offered high-paying jobs in Cambodia were brought home today.

Bukit Aman Criminal Investigation Department (CID) deputy director (intelligence/operations) Datuk Hussein Omar Khan said they were among the 54 Malaysians who had fallen victim to such job scam syndicates and had been rescued so far.

“There are five more Malaysians who are still in Cambodia and being held the authorities there.
“They have to go through the legal documentation process before being allowed to return to the country,” he told reporters after the arrival of the four Malaysians, aged between 29 and 41, at the Kuala Lumpur International Airport, here today.

Hussein said the syndicate’s modus operandi was to offer victims a job that promised a lucrative salary at call centres in Cambodia via social networking sites such as Facebook and WeChat.

“When they (Malaysians) arrive there (Cambodia), the situation is not like what they have been promised. The victims then realised they have been deceived but were not allowed to return to Malaysia.

“There are also victims who claimed to have received threats and been physically abused,” said Hussein who did not rule out the possibility of Malaysians colluding with such syndicates in Cambodia.

He said so far, the Royal Malaysia Police (PDRM) had received 156 reports involving 189 Malaysians who were stranded abroad after being duped by job scam syndicates.

According to Lieutenant Colonel Nguyen Thanh Binh, head of the of Thanh Hoa police’s external security department, the majority of the 19 victims recently rescued by Cambodian authorities had been tricked by people they knew or through social media with appealing offers.

The victims were all healthy young men without a steady job who enjoyed playing and knew how to use computers.

Brokers help people in Cambodia lure victims by using photos of fancy parties and buildings in Cambodia as bait.

According to the external security department, there had been 381 instances of people going to Cambodia to work illegally.

Of them 179 have returned while the rest are still working illegally in Cambodia, 21 of them at gambling establishments.

The police have so far charged eight for defrauding people and trafficking them to Cambodia.

The Ministry of Foreign Affairs has recently announced that so far this year Vietnamese and Cambodian authorities have collaborated to repatriate 400 Vietnamese citizens who had been tricked and sold in Cambodia by traffickers.

The Ministry of Public Security has warned people to be wary of getting tricked with offers of cushy jobs with high salaries in Cambodia.

CIB busts human trafficking ring

Criminal Investigation Bureau (CIB) officials yesterday said they have arrested nine people on suspicion of human trafficking, and rescued nine Taiwanese.

The suspects are being accused of luring Taiwanese to Cambodia with lucrative job offers, before forcing them to work in their fraud operations.

The criminal ring was allegedly led by Lee Chen-hao (李振豪), who is suspected of being a boss of a Taipei chapter of the Bamboo Union triad, the officials said.

Lee and two men working for him have been placed under judicial detention pending further investigation, they said.

The CIB, with support from the National Police Agency, on Tuesday raided a business run by alleged members of the gang on Linsen N Road in Taipei and detained six suspected members of the ring.

Police also found modified handguns, bullets, computers, money ledgers, employment contracts and other documents linking the suspects to the trafficking operation.

Lee and other members of the ring are facing charges of fraud, illegal confinement and organized crime, CIB officials said.

The CIB’s investigation of the criminal ring began in May, when it received a call from a person being held hostage by the criminals. Police raided a hotel in Taipei and found three people confined to a room waiting to be transported to Cambodia.

Police at the time arrested three suspects, led by a man surnamed Lin (林), who allegedly worked with Lee in the human trafficking operation.

A follow-up investigation led to this week’s arrests, while police are cooperating with Cambodian authorities to track down other Taiwanese who might be linked to the case.

“Lee in November last year linked up with ‘snakeheads’ in Cambodia to set up conduits for human trafficking. He and members of his gang then put advertisements on social media platforms, offering up to NT$50,000 to NT$60,000 a month to work in Cambodia,” the CIB said.

The jobs offered included working in casinos, lending money and acting in adult films, it said.

Dozens of Thais arrested in call-centre raids in Cambodia

Thai and Cambodian police raided two locations in Sihanoukville, Cambodia, on July 6; Twenty-eight call-centre suspects were arrested on that day.
Eighty-nine Thais were arrested during raids on call-centres operating scams from Cambodia and will be repatriated to Thailand for legal proceedings, deputy national police chief Pol Gen Damrongsak Kittiprapas said on Monday.

Pol Gen Damrongsak, as director of the Police Cyber Taskforce (PCT), was speaking in Phnom Penh, Cambodia.

He was accompanying Digital Economy and Society Minister Chaiwut Thanakamanusorn, who is there to sign a memorandum of understanding with his Cambodian counterpart on mutual cooperation for the prevention and suppression of cybercrime.

Pol Gen Damrongsak said about 20 PCT police had earlier been sent to Cambodia to coordinate with local police in arresting Thais suspected of being members of call-centre gangs operating from Cablodia.

The gangs engage in phone scams, tricking victims into believing they are in imminent danger and then promising them relief from this invented threat - for a price.

The PCT police were divided into five teams and searched five different spots, armed with arrest warrants.

On June 21, a team raided the 12-storey Ching Cheng Hotel in Sihanoukville, a coastal city and the capital of Preah Sihanouk province, and arrested 21 suspects.

On the same day, a PCT team raided Po Lai casino on Pulowai road in Sihanoukville. None of the suspects were found there.

On July 6, a PCT team raided a spot at Pratu Daeng in Sihanoukville and arrested 18 suspects. One of them was Jirayu Poemchuen, a prime suspect who claimed to be the superintendent of Laem Chabang police station in Chon Buri's Si Racha district.

The same day, a PCT team raided another spot in Sihanoukville and arrested 10 suspects.

Al Jazeera have produced a 45 minute video exposing the extent of these activities.

They managed to interview the head of the National Committee for anti-trafficking (NCCT) Chou Bun Eng . She is also the Secretary of State for the Interior. Given the fact she was caught out in such a trap, and her risible performance, I think she might have some explaining to do.

This report names the Okhna's involved, the Chinese criminals who have been granted Cambodian citizenships (and their new names) and pictures of them with the Big Man. His nephew Hun To is also named as are all the huge property companies that own these complexes and their links to the highest echelons of the ruling elite. One of these criminals owns a bank here.

It also includes some pretty graphic clips of people being beaten up and stun guns, some cyber victims and a couple of escapees. The next time someone falls from a 10th floor window of a "casino", that is probably someone trying to escape or who has escaped and been caught up with.

Assuming it is all true, and the powers at the top know all about it, it shows just what a gangster state Cambodia has become.

A job scam ring that targeted Vietnamese seekers of ‘easy jobs that pay well’ in Cambodia was found to be led by Chinese, according to the Vietnamese criminal police agency.

The Ministry of Public Security’s Criminal Police Department released the discovery on Monday, adding that the Chinese ringleaders were aided by a number of Vietnamese in Cambodia.

The department also warned that many Vietnamese jobseekers were recently victimized by the job scam.

Cambodian establishments that abused Vietnamese laborers and appropriated their property are found mainly in the cities of Bavet, Poipet and Sihanoukville of the provinces of Svay Rieng, Banteay Meanchay, and Preah Sihanouk, respectively.

They were also recorded in Chrey Thom District of Kandan City, and even in the capital city of Phnom Penh.

Case of six S’wakians stranded in Cambodia still under probe, says CP

KUCHING (July 19): The police are still investigating the case of six Sarawakians said to be stranded in Cambodia after being lured into working for a criminal syndicate there.

According to Sarawak Police Commissioner Datuk Mohd Azman Ahmad Sapri, the probe is still being carried out by his team with assistance from Bukit Aman.

“We are waiting for further developments because previously, there were reports saying that the Malaysians stranded there (Cambodia), including one Sarawakian, had returned to Malaysia.

“In stating this, I hope that everyone would always be careful in browsing advertisements about jobs offering high salaries – most likely, such offers are non-existent,” he told reporters after attending the Sarawak police contingent headquarters’ (IPK) monthly assembly here yesterday.

In a press conference called on April 25 this year, it was announced that the Royal Malaysia Police (PDRM) would seek the assistance of Interpol in tracking the six Sarawakians.

At that press conference, Mohd Azman said the Commercial Crime Investigation Department (CCID) Sarawak had opened two investigation papers under Section 420 of the Penal Code.

“We received six police reports between April 20 and 22, 2022, from family members of the victims, who are said to have been cheated into working in Cambodia,” he was quoted as having said then.

Recently, Bernama reported the Malaysian Ambassador to Cambodia Eldeen Husaini Mohd Hashim as having said that there were more than 60 cases involving Malaysians falling prey to job scams, all pending further actions.

Eldeen also said the Malaysian Embassy in Phnom Penh had to date rescued 46 Malaysians in Cambodia believed to be duped by lucrative job offers overseas.

The most recent case involved four Malaysians, aged between 29 and 41. However, they managed to return home, arriving at the Kuala Lumpur International Airport on July 9.
