Twenty-one Thais working for romance and investment scam gangs in Cambodia have been arrested and were expected to be returned to Thailand next week.
Finally hitting them where it hurts. Not.

He said Thai and Cambodian police jointly raided two locations in Preah Sihanouk province on Tuesday and arrested 21 Thai people, men and women, working for fraud gangs.

Vietnamese and Cambodian authorities have collaborated to repatriate 400 Vietnamese citizens who had been tricked and sold to Cambodia.
So far this year, authorities in Vietnam and Cambodia have worked together to verify cases in which Vietnamese people had been taken to Cambodia by human traffickers.

Vietnamese teenager sells compatriots to Cambodian casinos

A teenager in central Vietnam's Thanh Hoa Province was arrested for organizing and brokering illegal emigration, local police said Thursday.

In March, former casino employee Tran Ngoc Chung, 19, brought four people from his hometown across the border to Cambodia, selling them to casino owners for $650 per head. He had promised to find them "good jobs" in Cambodia.

All four were later abused and forced to do illegal work such as committing online fraud, according to Thanh Hoa police.

Since April, Thanh Hoa authorities discovered 27 locals had been tricked to work at casinos outside Vietnam, mostly in Cambodia. Nineteen were rescued, four returned home after their families paid the casinos, while four others remain in Cambodia.

To date, local police have placed eight suspects under investigation for trafficking people to Cambodia.

China Issues Warning of Cambodia Scams, Detention, as ‘Blood Slave’ Deported

The Chinese Embassy this week warned its nationals of violent incidents and recruitment traps by scam operations in Cambodia, and asked that citizens report and testify against fraud, kidnapping and illegal detention.

“Citizens must not believe in false advertisements of high-paying jobs. If citizens encounter fraud, kidnapping, illegal detention and such, please report to the police and the embassy immediately,” it said.

The statement stressed that scam operations and online gambling were illegal, and said “offenders will be punished.”

Chinese law enforcement agencies would work with Cambodian authorities to “step up” against scam operations led by Chinese nationals, it said, offering leniency under the law for anyone willing to come forward with information.

The statement listed a variety of contact details for Chinese authorities:

Thai-Cambodian MoU on suppression of cyber scams approved

The cabinet on Tuesday approved a memorandum of understanding (MoU) to be signed between the Ministry of Digital Economy and Society of Thailand and the Ministry of Posts and Telecommunications of Cambodia on cooperation in the suppression of call centres and similar scam gangs, government deputy spokeswoman Traisulee Traisoranakul said.

Under the MoU, officials of the two countries will:-

- Exchange knowledge, technical expertise and effective methods for the suppression of "call centre" and "hybrid scam" gangs;

- Appoint coordinators to facilitate the investigation and compilation of evidence in Thailand and Cambodia so as to be able to catch the offenders. Such evidence may include data on users of voice communication services on the internet and records of telephone use of suspects in both countries;

- Coordinate and provide convenience for the transfer of criminals under the extradition treaty between Thailand and Cambodia as well as other laws and regulations of the two countries;

- Set up joint working committees of relevant officials from Thailand and Cambodia; and

- Establish other forms of cooperation as agreed on later by the two sides.

The signing of the MoU is set for July 11, when Digital Economy and Society Minister Chaiwut Thanakomanusorn will visit Cambodia.

More effort needed to prevent people being trafficked to Cambodia for work

HÀ NỘI — Việt Nam and Cambodia have a labour cooperation agreement to ensure legal protection for each other's workers, however, it seems many Vietnamese workers are being swindled to work in Cambodia in terrible conditions.

The information was revealed by Nguyễn Gia Liêm, deputy director of the Department of Overseas Labour (DOLAB) under the Ministry of Labour, Invalids and Social Affairs.

He said that those workers did not work abroad under labour contracts of licensed enterprises but illegally cross the border on land.

In the past, the DOLAB issued warnings and general recommendations for workers intending to gain employment abroad. However, there has never been a separate warning for the Cambodian market.

The DOLAB recommends that workers actively seek information about the foreign labour market to see whether they can meet the job requirements.

Workers need to contact enterprises that have permits to send workers to work abroad. The list of the enterprises is posted on the DOLAB’s website. Or they can contact labour management agencies in their localities for further guidance.

Liêm also suggested that when workers or the press receive information about defrauding employees, they should provide information to management agencies.

Based on the information, the DOLAB can request local authorities to inspect. If any organisation or individual violates, they must be handled following laws.

Regarding tricks to defraud workers, Liêm said: "Using social networks, many organisations and individuals that are not allowed to take workers to work abroad have given them false information. They set up websites and groups on Zalo to gain workers’ trust.”

“Some organisations and individuals use images of workers working abroad to post on their fake websites as if they are reputable enterprises to attract workers’ attention,” he said.

Preventing this problem requires coordination with the police and other concerned organisations to detect those that are breaking the law and inform workers.

Earlier, as reported by the press, in different provinces such as Ninh Bình and Thanh Hóa, some people posted recruitment information on social networks or directly met and proposed workers to work abroad in Cambodia. They promised to bring the workers high wages but actually will work in casinos.

Local authorities have issued notices to prevent this problem.

In the Central Highlands province of Gia Lai, the provincial border guards also discovered that some teenagers who want to find jobs with a high income have been tricked into going to Cambodia and then being asked for money as a ransom.
