Size 10 would be available no problem in central market.

That's a size 44 or 45 here, shouldn't be hard to find

Bunch of places down st 63 (south of Siahnouk) all should have what you need, as would decathlon

I often bought shoes on St19 shops also, but haven't been in PP for some time so no idea if they are still in business or not with the lack of tourism

Decathlon in Aeon 2 if you can make the trip that far - decent prices & sizes up to 46 EU / 11 GB etc.
