PROVINCIAL Police Region 6 Chief Pol. Lt. Gen. Apichart Sirisit signed an urgent order transferring Pol. Col. Thitisan Uttanaphon, head of the Mueang Nakhon Sawan police station, after a video clip surfaced showing him suffocating a drug suspect to death by wrapping two plastic bags over his head, Amarin TV said this evening (Aug. 24).

In the video clip Pol. Col. Thitisan, whose nickname is Director Joe Ferrari, demanded two million baht from the drug suspect but the latter said he could only give him one million.

He then first wrapped a white plastic bag over the suspect’s head and held it firmly at neck so that no air could get through, then placed a black plastic bag on top of it until the drug suspect died.

About 5 minutes of them strangling the guy to death (you can hear his last gasps of breath/crying), then 1 minute of them standing around his body, then finally giving the guy some half assed version of cpr at the 8 minute mark.

It has been proven over and over again - you start letting cops get away with small brutalities and it always progresses to this.
You give any man a gun and unchechecked power and he runs the risk of eventually "breaking bad".

Most cops are heroes in my book. Possibly more than most, because of the life i have lived, i know the kinds of shit deeds and piss people the average cop has to deal with every day.
Munts like this betray all the rest. Root them out at the very first hint and set the standards high.
The goods cops deserve that.

Hospital responds to 'cause of death' row in police fatal torture case

A public hospital in Nakhon Sawan province that came under fire over what it said was the cause of death of a drug suspect who was tortured by police on Wednesday issued a statement in its defence.

Sawanpracharak Hospital on Wednesday said on its Facebook page that “possible amphetamine toxicity" was initially listed as the cause of death to allow relatives to apply for a death certificate.

“The dead man, 24, was initially admitted to Prince Paknampo Hospital at 7.20pm on Aug 5 and was pronounced dead at 1.20pm on Aug 6," Sawanpracharak Hospital posted.

Prince Paknampo Hospital’s report claimed that the man ran away and when police gave chase, he fainted and lost consciousness.

After his death, the body was sent to Sawanprachak Hospital’s forensic unit for a post-mortem examination to detarmine the cause of his death, the statement continued.

The autopsy was performed at 9am on Aug 7 because the hospital had to await a Covid-19 test result first. A urine test found methamphetamine and amphetamine in his body. The initial cause of death listed toxic levels of amphetamine as a possible cause.

The hospital is now waiting for lab test results for blood levels of methamphetamine, and the autopsy will be used to determine the exact result, which will be released next week.

The document a doctor issued was for relatives to apply for a death certificate, and merely an initial finding, the hospital said, and the conclusion from the complete autopsy report may be similar or different.

The hospital’s statement came after many on social media raised doubts about the stated cause of the suspect’s death.

Jeerapong Thanapat, a 24-year-old drug suspect died at the Muang police station in Nakhon Sawan on Aug 6. He and his wife had been arrested with 100,000 illicit drug pills on a bypass road in the province.

His death drew public attention when a video clip showing a man being suffocated with a plastic bag went viral on Tuesday. The man was later identified as Jeerapong.

In the case that led to the convictions, Nat's squad arbitrarily arrested Jutaporn Nunrod in Bangkok on February 8, 2007, and then took her to a "safe house" at the Green Inn Hotel. She was stripped half-naked, subjected to electric shock, severely beaten, and had a plastic bag placed over her head for two days in order to extract a confession that she was involved in drug trafficking. Jutaporn and her family were also forced to give cash and a gold necklace worth 100,000 Thai baht (US$3,000) to Nat.

Other victims of Nat and his squad claim they were subjected to electric shock, had plastic bags placed over their heads, and were severely beaten. Many also claimed they were forced to pay bribes in order to be released or to have lesser charges filed against them.

"These convictions were not an isolated case of rogue officers, but part of chronic problems in police operations that use violence and illegality to fight crimes," said Pearson. "Police in Thailand have long had sweeping powers and have rarely faced punishment for often horrendous misconduct."

I've often suspected they same, when we see reports of confessions at police stations here in Cambodia.
