That looks messy. I think they might need to jack up the streets a few more meters. Fill in the rest.

August 30, 2019 this was the story, it does seem like its been a bit of an uphill battle with the new buildings going in at a rapid rate before consideration of the new city's drainage system. Thinking that just a small improvement on the sleepy towns infostructure may do the trick would be understated. It makes one wonder if things had gone to plan, lets say the buildings being half full with people using bathrooms has normal, added to the times of what we see today. I could not see the new city in operation without a major overall too its drainage or sewers. But then again it could have been because of freak weather conditions.

Explain how that would ever solve this problem ? Nuke the dam inhabitants there , yes .
Then you would need a lot of bulldozers and labor ..
