Any city will flood if it has unusual amounts of rain, especially now with the climate. Even Singapore floods, and London and many EU cities and towns.

To add a little perspective to the lack of foresight in SV let's take a quick look at the Burj Khalifa.
And, specifically, the fact that it isn't connected to a municipal wastewater treatment system.

The poop truck backlog was because a large sewerage plant was forced to closed for a week.
Back when that article was written some of the city used poop trucks but never the Burj.

Two Missing in Sihanoukville Floods
Cambodia News (Sihanoukville: At 17:30 pm of August 24, 2021, the people in the neighborhood alerted the police that a local and a foreign national were washed into the O'Bram ditch and have disappeared.
The police sent out the rescue team to search for the missing people. The rainstorm was heavy and it flooded the city very quickly making it harder for them to search for the missing people and the authorities have alerted the population to be extra cautious.
The weather report showed that up to 8:20 pm on August 24, the rainwater rose 249mm, flooding most parts of the province. There has been no further up-to-date report on the rescue yet.[This morning at 10am.]

With the receding flood waters, a search party in Sihanoukville discovered the washed up body of a person who went missing on the evening of August 24 during the severe rainstorm.

Cambodia News (Sihanoukville): According to Huy Bunleng news, the Sihanoukville flood victim was a 40-year-old Indonesian man, who died from drowning when he was swept away during a torrential rainfall.
