That makes a lot of people for sure in the lift at each movement, and 80 chinese people in such a tiny singled building let alone a condo doesn't look like secretive....

I assume that most of the gamblers they attract are in China. It begs the question why come all the way to Cambodia then to set up shop? I'm guessing because there is less chance of getting caught and even if you do you can get off pretty easy with a little tea money. Maybe just get reported back to China.

Because they can get their money out in USD regardless of the source.
It is not small money.
It is a threat to their economy.
There are Chinese police here in Cambodia with this activity as their sole focus.
Naturally they work very closely with local authorities.

I agree with you, I think it's just much harder to set up an operation like this on the Chinese mainland because of a more regimented security apparatus and also tight controls on online communication.

I get the feeling that Sihanoukville has been given up on by the government in such that the majority of businesses are owned and run by Chinese who have poured literally millions into the town and surrounds which has in turn led to the seemingly high rate of crime (drugs, kidnappings, extortion, illegal gambling, murders), since the "takeover". Now and again there is a bust of some kind by the local cops but even this rings hollow and it seems this is more just for show than actually preventing the crime in the first instance and even then there is seemingly no further action reported to the local media.
I can't see any of these latest Chinese being dragged before a Cambodian court but instead I'm sure they will be sent back to China to face further action there and even then they would have at a guess caught the low level members with perhaps a manager or two while the upper ranks would not have been involved even if they were in the area. So they have chipped away at the iceberg but there would be a lot more illegal gambling operations ongoing and I don't think the local cops have the experience nor the willpower to do much about it.
It will be yet another case where the local media won't follow up on and the best we will probably see will be one of those awkward family style portraits the Cambodians love to take which will be of the perps surrounded by everyone Bong cradling his Chinese copied AK47 standing behind trying to look intimidating. If it was 3 or 4 Khmer grannies playing cards well that's different, stakes are higher obviously and the Officer in charge would be calling in the senior govt members for the family photo with the grannies doing the re-enactment of their card game and the tally of confiscated goods - 1 x blanket, 2 packs cards, 3 or 4 pair rubber thongs (double pluggers for a high stakes game), 1 or 2 Honda Wave motos would also be on display. :facepalm:
