Who knows? There's never any follow up to these stories. In fact, I've pretty much given up asking questions in this country as 9 times out of ten all you get is " I don't know ". This isn't just regular people on the street but also the educated ones in my office. Nobody wants to commit, nobody's accountable, nobody, it seems, cares.

They care. But it’s dangerous to show they care. Especially in public.

As missus spends more time in the west, all of the Khmer ‘not caring’ facade becomes less and less.

Khmer care deeply about issues as much as any member of CEO. But it’s much safer to engage in idle villager gossip than real issues.

A while back a Khmer posted a video were the guards of a quarantine center were demanding bribes to deliver goods to family members trapped inside.

Now the government has officially denied that bribery ever happens and is searching for the poster to punish him.

From CEO News:
CEO News attempts to give a follow up on news stories, and we watch out for updates, which we post when they appear on Khmer news outlets.
Unfortunately, we have to rely on Khmer news stories and social media, so if there is no follow up in the local news outlets then we are stuck. We do not have the resources to dig up information on every local news item. But, if possble, there will be an update, even if it is news from one year ago or more.

It's one of those things that should not concern ourselves with or even about. If you or I comit any type of crime in another country, that country would have us arrested and convicted for that crime. Here we see the crime committed by Chinese and their victims only Chinese, so overall they are delt by the Chinese for their crime. But overall we never know the outcome.
But if naturally the law tried them here would there be less crime of this sort, or would it be that of a huge added expense for Cambodia.
Always "hope" but never "expect".
