Steps 1 & 2 I think are entirely out of reach for the average Cambodian in the street, thus 3 also - how would you do it?
Samnang the Farmer only needs to pick up cash at a TrueMoney or a similar village location. Why would you need him to have a wallet?

The Australian guy can arrange everything online via Binance P2P. Get the farmer to collect the cash only from TrueMoney or whatever money transfer service they use deep in the rice paddy country.

No crypto wallet, bank account or smartphone required to pick up cash.
