Two-star military officer landfills O'Roka in Khsach Kandal district

Recently, dozens of trucks were seen lining up to transport rubble to dump into the water source.
Cambodia News, (Kandal): An influential trader is using dozens of trucks transporting rubble to fill in water source O' Roka, located in Prek Daun Hem village, Prek Ampil commune, Khsach Kandal district, Kandal province, without the relevant authorities daring to crack down.
According to officials, the water source O'Roka is more than 40 meters wide and stretches from the border of Prek Luong commune and Prek Daun Hem village to Prek Krabao 3 village in Prek Ampil commune. Importantly, O'Roka is a source of water for local people to use and irrigate various agricultural crops, as well as allowing flood relief during the wet season.
An official, who asked not to be named, said that the person responsible for filling in O'Roka is a 2-star military officer (formerly a duke) and a deputy commander of the 70th Infantry Brigade, who has been embroiled in a number of land scandals in Kandal province in the past.
Ouk Vanna, director of the Kandal Provincial Department of Water Resources and Meteorology, said the authorities have not reported the case to the department, but in the case of private encroachment on state land, these traders do not have official documents.
Kong Sophoan, the governor of Kandal province, and Bun Pheng, the governor of Khsach Kandal district, could not be reached for comment.
