Looks like in the video the kid was sitting and eating minding his own business when the victim started harrassing him. I'd be pissed too if I had to stand up in the middle of my noodle soup.

The son of a wealthy property developer and police general was arrested Monday evening after attacking another rich, young businessman inside a Phnom Penh tattoo parlor, military police said Tuesday.

Duong Udomchorvin, the son of developer Duong Ngieb, a brigadier general in the Interior Ministry’s immigration department, slapped Try Daluch, 21, multiple times inside the RSD Tattoo parlor at about 9 p.m., said Khan Daravuth of the municipal military police’s investigations and justice department.

“He committed violence by hitting an oknha,” he said. “We arrested him last night at [8:50 p.m.]”

An oknha is an honorific the government bestows on wealthy Cambodians who donate $100,000 or more to the state for national development. Both Mr. Daluch and Mr. Ngieb hold the title.

Mr. Daravuth said Mr. Udomchorvin, 27, also known as Duong Chhay, grew enraged with Mr. Daluch when the younger man claimed to not know who he was.

“The victim walked from his seat in the tattoo shop to charge his mobile phone at the table where the suspect was sitting,” he said. “The victim asked the suspect to charge his phone, but the suspect did not reply.”

After plugging in his phone, Mr. Daluch returned to his seat and Mr. Udomchorvin ordered his bodyguards to ask Mr. Daluch to come back and speak with him.

Mr. Daravuth said Mr. Udomchorvin then barked at Mr. Daluch, asking, “‘Why do you look at my face? Don’t you know who I am?’

“The victim said, ‘I don’t know you.’ So Duong Chhay slapped the victim one time, but the victim didn’t respond. Duong Chhay then followed the victim and hit the victim in the face several times.”

Mr. Daravuth said Mr. Udomchorvin then ordered his bodyguards to retrieve a gun from his vehicle, which was parked outside, but they refused.

“He ordered his bodyguards, saying ‘Bring the gun for me; I’ll shoot him because he doesn’t know me,’” he said. “But the bodyguards didn’t follow his order.”


A video of the episode uploaded to YouTube appears to confirm the account.

Mr. Daravuth said that Mr. Udomchorvin was arrested as he fled the scene in his Cadillac Escalade SUV and is being accused of intentional violence. The Phnom Penh Municipal Court began questioning Mr. Udomchorvin on Tuesday afternoon and will continue today, he added.

This is not Mr. Udomchorvin’s first run-in with the law.

Two years ago this week, he was convicted of causing injuries, illegal weapons use and property damage for taking part in a brawl in a Phnom Penh restaurant during which a man suffered head injuries after being pistol-whipped. The Appeal Court reduced his 3-1/2-year prison term to six months.
Why do you all think the bodyguards refused? Perhaps the father left specific instructions to reign the kid in? Perhaps they've seen how bodyguards are used in pawns when rich kids make trouble?

My guess is they are mature enough to recognize childish threats. Ironically they protected the brat by not following his orders. Good on them, they were hired to protect.

Joke's on the brat. There was probably no gun in the car for this specific reason.
