A little over two months after a sub-decree went into effect requiring graphic warnings on all cigarette packages, an official at the Ministry of Health has admitted compliance remains low and warned that fines are in the offing for tobacco companies that continue to ignore the new regulations.
Under the new rules, graphic photos must cover 50 percent of cigarette packets, and a written message in Khmer must cover another 5 percent. Those failing to follow the law are subject to fines of about $1,000 for tobacco companies, $500 for distributors and wholesalers, and $2.50 for retailers...

Heat Increased on Cigarette Companies
After a sub-decree in July warning all companies producing, distributing and selling cigarettes to comply with requirements to display graphic anti-smoking images on all packets sold in the Kingdom and cease promotion of their products, it appears many have ignored the directive.
According to a warning letter from the Ministry of Health (MoH) sent this month, those found in violation of the sub-decree will face legal action.
“Tobacco companies continue to violate the law such as: ladies advertising tobacco in restaurants; display of branded parasols; in-pack competitions including the rewarding of cash to smokers, free cigarettes, lucky draws [for gifts] besides tobacco products; displaying tobacco products on the sides of vehicles; and the display of tobacco packets violating the measurement requirements concerning the public display of tobacco,” secretary of state Ung Phinrun says in the letter.
“Some tobacco companies have never printed the warning stickers to stick on the tobacco packets,” he added, without naming any companies the ministry had found in breach of the sub-decree...
Cambodia has two images that companies must choose from, a lung cancer patient or a baby harmed by second-hand smoke.
At the time, the Ministry of Health said it would fine manufacturers and importers $1,000 and wholesalers about $500 if they were found to be violating the sub-decree. The ministry has not announced if any fines have been issued...

Within almost six months of a sub-decree going into effect requiring graphic warnings on all cigarette packages, Health Minister Mam Bunheng issued a second warning this month to tobacco companies not complying with the regulations, threatening to take legal action.
The January 16 warning follows a first notice issued in early October prompted by companies’ low compliance with the sub-decree, which went into effect in July. Under the rules, graphic photos must cover 50 percent of cigarette packets, and a written message in Khmer must cover another 5 percent.
Those found violating the rules are subject to fines of about $1,000 for tobacco companies, $500 for distributors and wholesalers, and $2.50 for retailers.
Bunheng said companies are still flouting the regulations.
“The ministry will take legal action soon for companies that don’t obey the law and sub-decree,” Bunheng said in the warning. “The ministry . . . will not issue a third warning...

I've seen some of the Winstons with stickers on (they just peel off) but the cartons are still clear. I thought JIT threw its toys out of the pram and left the tobacco association thing for the others not following the law.

Buying cartons of malboro, I now have half the packets with pics of dead lungs, and half of sick babies, so I can choose which packet suits my mood or my surroundings.Username Taken wrote:I just received my first packet of Ara with pictures of smokers lungs on both sides.
The dead lungs were a turnoff for the first couple of packets, but they grew on me eventually. (Especially when I cough - then I switch to the babies.)
As for the babies, they are quite sweet and pathetic-looking, but babies should definitely not smoke so I'm ok with warning them.
Maybe the graphic images stop kids from smoking, but then again a lot of kids/teens love the gory stuff, so is it effective ?
Tbh, despite what I just said in jest, after about a month with shock pics on my cigarettes, I hardly notice them anymore.
