Instead, they said organisers lured unsuspecting men into investing in cryptocurrency and investment scams.

“We used Facebook, Telegram, Instagram, WhatsApp, every dating app you can imagine, to prey on people’s insecurities and their [lack of] knowledge of the market. We would pretend to be young women who lost their jobs during Covid and said that investing in this company had got them back on track,” a victim said.

“We played on emotions. We talked about Covid as a mechanism and said we lost our jobs, started making money through this site and told them they should start trading.”

Wow, that's a hard-hitting article from KT. I'm not surprised about the content, just surprised that they published it at all.

So IMO, and this is pure speculation, either the KT journos are striking out independently, or the article got the go-ahead because people higher up decided that the "provincials"

More disturbing information has emerged following yesterday’s article about conditions in Preah Sihanouk province’s The China Project, as revealed exclusively by Khmer Times yesterday.

The brutalist 10-building structure stands notorious not only in stature, but also in its reputation, with police allegedly “afraid” to enter the complex, according to a source familiar with the matter.

The source said under the condition of anonymity that the compound’s genesis likely dates to the ban on online gambling when a group of entrepreneurs decided to band together and purchase the property, believing there was strength in numbers.

For that reason, he said that there is no single figure in control of the China Project on O’tres Beach III. Instead, it has been controlled by different figureheads who wield an inordinate amount of influence in the community.

“Every Chinese person who spends more than a couple of months in Sihanoukville knows about it. They call it China City, he said.

Khmer Times previously reported that dozens, if not hundreds, of individuals are allegedly being trained there as con artists. Former employees said they received training on how to create realistic social media profiles and entice men to invest money in dubious cryptocurrency or investment schemes.

They claimed they were rewarded for meeting people on social media or online dating applications and converting them into WhatsApp contacts. An individual said that the most raised was $400,000, at which point, the employee was offered sex with another employee, drugs and alcohol as a reward.

He said he helped perform similar scams as those executed at The China Project earlier this year out of financial desperation during the pandemic.

Like others living in the 10-building complex, he also relinquished his passport upon arrival.

The source said he had interacted with at least one Cambodian-American while he was held in the building. His movements were limited and “departments” were closed off.

He revealed at least four people, and sometimes more, were housed in rooms that were “a little bit bigger than a studio”.

Employees at his complex were permitted to travel but only in groups and with permission. They were told not to wander too far.

They were given SIM cards so that they could communicate with people in different parts of the world.

He said the China Project was well known among those living in his building for its brutality. People were said to have been beaten up and thrown on the side of the road.

“China City is the worst of the worst. You have to wonder why they would gang up together. They are protected by the police. The only reason the cops will go in is there is a strong tip-off about drugs. It’s a very clear line in the sand drawn in the sand for them,” he stressed.
