Once their location will be well known and a few fines sent to the drivers, they will end-up as street pinatas then scrap metal.
Then it will be time for another NGO to do a refill as a justification of their presence in the country.
Wasn't it Handicap International who got mixed-up with such products a while ago ?
A bit far-fetched, as a priority...

Low-speed accidents have the merit to make everybody do business, car repairs, body repairs, justice settlements...but when the mechanics sucks, healthcare sucks, and justice sucks, i find it quite vain to start from there.

Driver’s licence demerit points system in place from September

The National Road Safety Committee (NRSC) will launch a nationwide pilot driving licence point deduction programme from September 1, 2022, before it is fully implemented on January 1, 2023, along with the payment of transitional fines for violations of the road traffic law using database technology.

According to a notification from the NRSC on August 9, this programme will be carried out in accordance with articles 43 and 44 of the Law on road traffic, and in compliance with an Inter-Ministerial Prakas dated April 27, 2020, on penalties for violating the road traffic law and another Inter-Ministerial Prakas dated September 14, 2021, on Procedures for Revocation and Re-scoring of driving licenses.

In order to increase the efficiency of the enforcement of the road traffic law and to reduce road accidents to the minimum, as well as to make it easier for people to pay fines and ensure transparency in transitional penalties, the NRSC will start the process of deducting driver’s licence points and imposing transitional fines for violations, under management of the Ministry of Interior and Ministry of Public Works and Transport.

The new programme will be tested in trials across the country from September 1 onwards before it will be fully implemented on January 1, 2023.

The same notification continued that deduction of driver’s licence points and the transitional penalty for violations of the road traffic law will be carried out automatically through technological means to record information stored in a database system. Therefore, all drivers should carry their licence with them to provide to the authorities who will use it to monitor and implement the deduction of points in case of violations of the law on road traffic.

The Cambodian traffic authorities claim a successful start to the new "points system", where drivers lose points off their driver's license for breaching the traffic rules and regulations.

Drivers demerit system starts well
The driving demerit system is off to a good start and is almost one-week old since coming into effect on September 1 to strengthen the traffic law and decrease the number of traffic accidents on roads.

Director of the Secretariat of the Ministry of Public Works and Transport, Taing Pov, said yesterday that the system is now operating nationwide and police are stationed at many places across the country to catch offenders especially in traffic accident hot spots.

“The system is still in the initial start-up phase but it is working very smoothly,” Pov said.

Road Traffic Safety Department director Prum Vantha yesterday said traffic police across the country are implementing the driving demerit system and early indications are that an increasing number of people are obeying traffic rules and regulations especially since the department announced deducting points from licences and fining the driver or rider.

“Drivers have 12 points and for each traffic infringement points are deducted until there are none then the licence cannot be used,” Vantha said.

If driver has lost all the points and wants them reinstated, the driver has to attend a short course to improve their knowledge of the traffic law. After the course, they cannot break the traffic law for three years.

Kampong Speu province is a hot spot for traffic accidents as many crowded garment worker trucks ply the roads as well as the large volume of traffic passing through the province. It is now a place where many traffic police are deployed to catch drivers breaking the traffic law.

Kampong Speu Provincial Deputy Police Chief Brigadier General Tap Lorn said yesterday that police are working every day to deduct points from driving licences belonging to drivers who break the traffic law.

Points System Starts for Traffic Infractions
It appears that the new "demerit points system" has been on trial for the past four months, and that the real thing will commence today on 1 January, 2023, when the Cambodian traffic police will begin to deduct points from drivers who are caught breaking the law. Everyone with a driver's license will start with a capital of 12 points, except of course, those drivers who don't have a license to begin with !

Cambodia’s driving licence point deduction programme will be enforced from tomorrow January 1.

The National Road Safety Committee ( NRSC) said the demerit point system for traffic offences has been tested since September and that teething problems have been solved. 

NRSC said during the four-month trial period points have been deducted from 23,015 driving licences.

The NRSC said motorists must abide road traffic laws consistently and have tolerance on the road to achieve good safety when travelling.

NRSC said technical equipment will be used to store point deductions and the information stored in the police data system.

According to the NRSC, compounds for road traffic offences can be paid at the TrueMoney Agent or through TrueMoney Mobile App and also at police stations.

Driving licences will have a total score of 12 points, and the points will be deducted based on the offence committed and when the motorist exhausts all the points, the driver’s licence will be cancelled.

What’s the incentive for police to actually check and deduct points?

With the helmet laws, police got a share of the fine. More serious offenses, vehicle was impounded and police got share of the money to release it.

And if the driver really is at zero (or negative points), is there a financial incentive for the cops to actually check and arrest and impound.

Or just pay a little tea and be on the way?

Uncle Chea outraged over 100,000 riel fine

Many of you probably already know about the police who lie in wait under the tamarind tree at the corner of Wat Ounalom on riverside, to catch motorcyclists who are driving the wrong way.
Most recently, on January 6, 2023, an elderly retired soldier was outraged by the police who fined him there, saying that he was a retired soldier and he cannot pay 100,000 riel (about $25) just for driving along the pagoda fence.The uncle continued that he really did not understand this decision !?

However, the uncle also accepted that he made a mistake, and yes, he knew about the sign forbidding riding the wrong way, but asked the police to understand, because he is also a civil servant for 40 years, and he is old and sick, and he has no money to pay the fine.

So he knew the sign said no driving the wrong way, he knew the police were there and he still did it, fool. Deserved the fine, hopefully re-educated a bit.
