99.9% is well overrated, those barriers catch many a driver out, you only need to look on this news channel from time to time. Unfortunately the start of them in the middle of a road is of a hazardous bad design. If there was room for a grass verge to separate the dividers on junctions, or even the water type concertina barrels, it would be a safer option.
Always "hope" but never "expect".
